THE ISLINGTON (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. 22) EXPERIMENTAL ORDER 2025
1. Notice is hereby given that the Council of the London Borough of Islington (‘the Council’), on 17 October 2025, made the above-mentioned Orders under sections 9, 10 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders, which will come into effect on 27 October 2025 by way of an experiment, would be to: a) prohibit motor vehicles, except ‘MIL’ permit holders, from travelling through traffic filters in either direction, in the following locations:
i. King Henry’s Walk (the south-west to north-east arm), at a point 20.4 metres north-east of the north-eastern kerb line of the south-east to north-west arm of King Henry’s Walk.
ii. Mildmay Road, 4.7 metres north-east of the common boundary of Nos. 7 and 9 Mildmay Road.
iii. St Jude Street, 8.2 metres east of the common boundary of Nos. 50 and 52 St Jude Street.
b) remove a resident parking place (north-west side) on King Henry’s Walk immediately to the north-east of the proposed filter, and reduce the extent of a resident permit parking place (south-east side) by 10 metres, immediately to the south-west of the proposed filter;
c) remove a resident parking place (south-side) on St Jude Street, immediately to the west of the proposed filter, and reduce the extent of a resident parking place (north-side) by 1.5 metres immediately to the west of the proposed filter.
d) introduce ‘no waiting at any time’ restrictions in the locations where parking has been removed in the locations described in 2(b) and 2(c).
e) remove the width restrictions 4.7 metres east of the common boundary of Nos. 7 and 9 Mildmay Road, and 8.2 metres east of the common boundary of Nos. 50 and 52 St Jude Street.
3. ‘MIL’ permits allowing vehicles to enter or proceed in the roads or parts of roads listed in item 2(a) will be available to persons whose main place of residence, employment, business or organization is located at an address listed in the Schedule to this Notice, by application to the Council.
4. The Order provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Director of Environment and Commercial Operations at the London Borough of Islington, or some person authorised by them, may, if it appears to them or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extends, modify or suspend any of the Orders or any provision thereof.
5. A copy of the Orders and of other documents giving more detailed particulars are available for inspection. 6. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing, citing reference 8515, and must state the grounds on which it is made and be sent to Environment, 1 Cottage Road, London N7 8TP or by email to environment@islington.gov.uk. Any objection may be communicated to, or be seen by, other persons who may be affected.
7. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.
