1. Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The effects of the Orders would be to update existing ‘school street’ pedestrian and cycle zones - a provision of active travel measures to encourage road safety and improve air quality in the areas surrounding primary schools, as part of the Council’s School Streets Programme. All motor vehicles, except permit holders for each zone, would be prohibited from entering or proceeding in the designated ‘school street’ pedestrian and cycle zones, as listed below, during the times listed for each ‘school street’ pedestrian and cycle zone. All ‘school street’ pedestrian and cycle zones would operate Monday to Friday, during school term time, as determined by each school.
(a) CLACK STREET, in the vicinity of Albion Primary School All motor vehicles except ‘SC31’ permit holders would be prohibited from entering or proceeding in Clack Street between 8.30 am and 9.30 am and between 3.00 pm and 4.00 pm;
(b) HILLSBORO ROAD, in the vicinity of Alleyn’s Junior School All motor vehicles except ‘SC14’ permit holders would be prohibited from entering or proceeding in Hillsboro Road between 8.00 am and 8.45 am and between 3.15 pm and 5.00 pm;
(c) OLD JAMES STREET, in the vicinity of Rye Oak Primary School All motor vehicles except ‘SC30’ permit holders would be prohibited from entering or proceeding in Old James Street between 8.15 am and 9.15 am and between 3.00 pm and 4.00 pm;
(d) ALEXIS STREET and LINSEY STREET, in the vicinity of St James' CE Primary School All motor vehicles except ‘SC16’ permit holders would be prohibited from entering or proceeding in the part of Alexis Street which lies between the south-western kerb-line of Macks Road (which includes the entirety of Linsey Street) between 8.30 am and 9.00 am and between 3.00 pm and 3.30 pm; and
(e) SURREY SQUARE, in the vicinity of Surrey Square Primary School All motor vehicles except ‘SC22’ permit holders would be prohibited from entering or proceeding in the part of Surrey Square which lies between the south-western kerb-line of Flinton Street and the north-eastern kerb-line of Alvey Street between 8.30 am and 9.30 am and between 3.00 pm and 4.00 pm. Permits allowing vehicles to enter the ‘school streets’ pedestrian and cycle zones described above would be available to residents of premises located within the zone, to registered carers or residents of premises located within the zone, to disabled person’s blue badge holders who are school staff, carers or dropping off and/or collecting pupils to the school and to SEND vehicles, by application to the Council. Exemptions would also apply in respect of emergency service vehicles.

Copies of the supporting documents (this Notice, the proposed Orders, and a statement of Southwark Council's reasons for making the Orders) and paper or digital copies of plans showing the location and effect of the Orders may be requested by emailing traffic.orders@southwark.gov.uk, or inspected by appointment only at: Highways, Southwark Council, Environment, Sustainability and Leisure, 3rd floor hub 2, 160 Tooley Street, London SE1 2QH - from the date of this Notice until the end of a period of six weeks from the date on which the Orders are made. 5. Anyone wishing to make any representations either for or to object to any of the proposals, may send a statement in writing to traffic.orders@southwark.gov.uk, or Traffic Order Consultations, Highways, Southwark Council, Environment, Sustainability & Leisure, P.O. Box 64529, London SE1P 5LX quoting reference ‘TMO2526-014 School Streets 2526 summer’ by 28 August 2025. Please note that if you wish to object to this proposal you must state the grounds on which your objection is made.
6. Under requirements of current access to information legislation, any letter, form or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
