THE BRENT AND HARROW (PRESCRIBED ROUTES) (NO. 1, 1987) (AMENDMENT NO. 1) TRAFFIC ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.

2. The general effect of the Waiting and Loading Restriction' Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;

(b) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of street specified in Schedule 1 to this Notice;

(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedule 1 this Notice unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedule 1 to this Notice;

(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedule 1 to this Notice would be revoked.

3. The prohibitions referred to in sub-paragraphs 2(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

4. The general effect of the ‘Speed Limits’ Order would be to impose a maximum speed limit of 20 miles per hour in Silver Birch Way.

5. The general effect of the ‘Prescribed Routes’ Order, in order to provide access to the hospital’s A&E and visitor parking facilities, would be to revoke all existing banned turns and no entry prohibitions:

(a) from Watford Road to the unnamed access road situated south of Northwick Park Hospital and north of Playgolf Northwick Park;

(b) from the unnamed access road situated south of Northwick Park Hospital and north of Playgolf Northwick Park to Watford Road.

6. The Council has also approved proposals to provide a raised zebra crossing under section 23 of the Road Traffic Act 1984 in in the location specified in Schedule 2.

The ‘controlled area’ in which waiting and loading is prohibited at all times, would apply on both the approach and exit sides of the crossing.

7. The Council also propose to install road humps, also known as ‘raised tables’, under section 90 A-F of the Highways Act 1980 in the locations specified in Schedule 3 to this Notice. The road humps would be constructed to cover the full width of the carriageway.

8. Copies of the proposed Orders, of relevant parent Orders of 1979 and 1987 (and of any Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

10. Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in the post to the Head of Healthy Street and Parking, Healthy Street and Parking, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/25/121/JH, to arrive no later than 21 days from the date of publication of this notice.

Silver Birch Way, from 379.57 metres east of the north-eastern kerb-line of Watford Road, eastward for 11 metres.

Raised Tables 75mm high, 1:33 gradient

Silver Birch Way, from its south-eastern extremity, north-westward for 44.17 metres.
