NOTICE OF VARIATION TO CONSERVATION AREA DESIGNATION
ALDERSHOT WEST CONSERVATION AREA
SOUTH FARNBOROUGH CONSERVATION AREA
Notice is hereby given that Rushmoor Borough Council (“the Council”), following the resolution of its Cabinet on 15 October 2024, has varied the boundary of Aldershot West Conservation Area and South Farnborough Conservation Area, pursuant to Sections 69 and 70 of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended).
Aldershot West Conservation Area is altered/deleted as follows:
• The boundary of the Conservation Area has been altered to include the following areas: Rowhill School, York Road; and land to the north of High Street, including Princes Gardens, Princes Gardens Surgery, Princes Gardens Car Park, 4 High Street and two former cinema buildings.
• Minor boundary realignments on Alexandra Road, Barrack Road, Grosvenor Road and within Municipal Gardens.
South Farnborough Conservation Area is altered/deleted as follows:
• The boundary of the Conservation Area has been altered to remove the following areas: properties and land at Ettrick Court, Cross Street; Kashmir Court (nos 1 to 4, consecutive), Guildford Road West; 2A, 2, 4, 6, 8 and 10 Osborne Road; Neelem Court, Osborne Road; Telephone Exchange, 1 Reading Road; and industrial and commercial buildings located to the north of the Queen’s Hotel, between Farnborough Road and the rear boundaries of properties on the west side of Southampton Street.
The properties and land included in/deleted from Aldershot West Conservation Area and South Farnborough Conservation Area can be viewed on the maps, within the Aldershot West Conservation Area Appraisal and Management Plan and within the South Farnborough Conservation Area Appraisal and Management Plan accessed via https://www.rushmoor.gov.uk/conservationareas.
The principal effects of Conservation Area designation include the following:
1. The Council is under a duty to formulate and publish proposals for the preservation and enhancement of any parts of its area which is a Conservation Area.
2. Consent must be obtained from the Council for the demolition of any building, including gates, walls, fences or means of enclosure, in a Conservation Area, subject to certain exceptions.
3. Consent must be obtained from the Council to cut, top, lop, uproot, wilfully damage or wilfully destroy any tree within the boundaries of a Conservation Area, subject to certain exceptions.
4. Six weeks’ notice must be given to the Council before works are carried out to any tree in a Conservation Area, unless certain exceptions apply.
5. Special publicity must be given to planning applications for development where the Council, or the Secretary of State, considers that the development would affect the character or appearance of a Conservation Area.
6. Permitted development is more restricted within a Conservation Area, and applications for planning permission may be required for certain works which would not normally need consent.
7. Certain restrictions are placed on the display of advertisements within a Conservation Area.
8. In carrying out any functions under the Planning Acts (and, in particular, in determining applications for planning permission and listed building consent), the Council and the Secretary of State are required to take into account the desirability of preserving or enhancing the character or appearance of a Conservation Area.
Whereas certain minor development and works, including works to trees and the display of certain advertisements, may be carried out without permission from the Council, in Conservation Areas the extent of development and works allowed is less than generally available. Any person wishing to carry out development or works in a Conservation Area is urged to contact the Council to ascertain whether permission is required.
