THE NEWHAM (WAITING AND LOADING RESTRICTION) (AMENDMENT NO.*) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:-

(a) introduce a new loading bay operating every day from 7am to 7pm with a maximum stay of 30 minutes and no return within 1 hour in Dersingham Avenue, on the north-east side, from a point 10 metres south-east of Romford Road, south-eastward for a distance of 10 metres;

(b) relocate the existing car club bay operating every day ‘at any time’ in Dersingham Avenue (located approximately 25 metres south-east of Romford Road) northwards by 5 metres to replace the existing redundant Doctors parking place;

(c) convert the existing shared use (two hours free parking or permit holders (L)) parking place in Dersingham Avenue operating Monday to Saturday 9am to 5pm to permit holders only (L). The bay would be extended northwards by 5 metres to replace the car club bay referred to in paragraph 2(b) above; and

(d) introduce new waiting restrictions (double yellow lines) and new loading restrictions (double kerb blips) operating ‘at any time’:

(i) on both sides of Romford Road between Dersingham Avenue and Lugg Approach;

(ii) on the eastern side of Dersingham Avenue from a point 7.3 metres south of Romford Road southwards for 1.5 metres;

(iii) on the western side of Dersingham Avenue from a point 6.6 metres south of Romford Road southwards for 10 metres;

(iv) on the northern side of Romford Road from a point 10.65 metres west of Woodgrange Road eastward to a point 32.73 metres east of Woodgrange Road;

(v) on the eastern side of Woodgrange Road, from the northern kerb-line of Romford Road northward for a distance of 10.62 metres; and

(vi) on the western side of Woodgrange Road, from the northern kerb-line of Romford Road northward for a distance of 13.94 metres.

For all locations described in the paragraphs above, the proposed restrictions would replace the existing restrictions at those locations.

3. NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with sections 65 and 66 of the Highways Act 1980 intends to convert, modify or re-create certain lengths of the footway and carriageway space into segregated cycle track for use by cyclists only on both sides of Romford Road between Sheringham Avenue and Lugg Approach.

The cycle tracks (which will have a width throughout of between 1.2 and 2 metres) are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageway. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways.

The changes in paragraphs 2 and 3 above will also facilitate the relocation of the bus stop clearways either side of Dersingham Avenue.

4. FURTHER NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council proposes to install:

a) a raised table (road hump) in Romford Road, the centrepoint of which will be approximately 38 metres west of Lugg Approach (16 metres long);

b) a raised table (road hump) outside Nos. 991-997 Romford Road (15 metres long);

c) raised tables (road humps) along the cycle-track in Romford Road,

(i) on the north side outside Nos. 973-983 Romford Road (8.3 metres long), outside Nos. 991-997 Romford Road (14.3 metres long), and at a point approximately 30 metres west of Lugg Approach (14 metres long);

(ii) on the south side opposite No. 335 Romford Road (7.1 metres long), outside Forest Gate Police Station (7.1 metres long), outside No. 890 Romford Road (24 metres long), at a point approximately 30 metres west of Lugg Approach (14 metres long) and opposite No. 1013 Romford Road (6.1 metres long); and

d) speed cushions (road humps) in Dersingham Avenue relocated from their existing location (15 metres south-east of Romford Road) to a point approximately 30 metres south-east of Romford Road.

The road humps would be constructed in accordance with the Highways (Road Humps) Regulations 1999, be no more than 100 mm in height, and the ramps on each side would have a gradient of no more than 1 in 20.

5. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with Section 23 of the Road Traffic Regulation Act 1984, has approved:

(a) the conversion of the existing pedestrian crossing west of Lugg Approach to a signalised parallel crossing located on the raised table mentioned in paragraph 4 a) above;

(b) the provision of a new signalised parallel crossing located on the raised table mentioned in paragraph 4 b) above; and

(c) the provision of new pedestrian crossings to aid pedestrians across the cycle track at the locations mentioned in paragraph 4 c) above. The crossings will not have belisha beacons or zig-zag markings.

8. All objections and other representations relating to the proposed Orders must be made in writing and received by 11 June 2025. All objections must specify the grounds on which they are made. They should be sent to the Acting Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London, E16 2QU or by email to traffic.orders@newham.gov.uk.
