THE NEWHAM (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 191) ORDER 2025

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) on 28 April 2025 made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to:-

(a) introduce ‘shared-use’ parking places operating 8am – 9pm daily for East Village (EV) Controlled Parking Zone (CPZ) permit holders (without time limit) or Pay by Phone parking with a maximum stay of 2 hours and no return within 1 hour, in:

(i) Abercrombie Road, the north-west side, from a point 14.69 metres south-west of the western kerb-line of Derny Avenue south-westward for a distance of 140.55 metres;

(ii) Abercrombie Road, the south-east side, from a point 18.03 metres south-west of the western kerb-line of Temple MilI Lane south-westward for a distance of 13.8 metres;

(iii) Abercrombie Road, the south-east side, from a point 33.79 metres south-west of the western kerb-line of Temple MilI Lane south-westward for a distance of 14.22 metres;

(iv) Abercrombie Road, the south-east side, from a point 16.11 metres south-west of the western kerb-line of Cadence Way south-westward for a distance of 13.78 metres;

(v) Abercrombie Road, the south-east side, from a point 31.97 metres south-west of the western kerb-line of Cadence Way south-westward for a distance of 13.8 metres;

(vi) Abercrombie Road, the south-east side, from a point 7.73 metres south-west of the western kerb-line of Painters Lane south-westward for a distance of 14.01 metres;

(vii) Abercrombie Road, the south-east side, from a point 23.67 metres south-west of the western kerb-line of Painters Lane south-westward for a distance of 14.24 metres;

(viii) Abercrombie Road, the south-east side, from a point 14.33 metres south-west of the western kerb-line of Derny Avenue south-westward for a distance of 15.18 metres;

(ix) Abercrombie Road, the south-east side, from a point 31.54 metres south-west of the western kerb-line of Derny Avenue south-westward for a distance of 13.48 metres;

(x) Abercrombie Road, the south-east side, from a point 47.01 metres south-west of the western kerb-line of Derny Avenue south-westward for a distance of 14.91 metres;

(xi) Abercrombie Road, the south-east side, from a point 3.56 metres south-west of the south-western kerb-line of Brewers Lane south-westward for a distance of 14.63 metres;

(xii) Abercrombie Road, the south-east side, from a point 20.14 metres south-west of the south-western kerb-line of Brewers Lane south-westward for a distance of 14.69 metres;

(xiii) Abercrombie Road, the south-east side, from a point 4.4 metres south-west of the south-western kerb-line of Coopers Lane south-westward for a distance of 20.63 metres;

(xiv) Abercrombie Road, the south-east side, from a point 27.74 metres south-west of the south-western kerb-line of Coopers Lane south-westward for a distance of 14.65 metres;

(xv) Olympic Park Avenue, the north-east side, from a point 20.21 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 28.44 metres;

(xvi) Olympic Park Avenue, the north-east side, from a point 48.65 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 27.97 metres;

(xvii) Olympic Park Avenue, the north-east side, from a point 80.83 metres north- west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 27.43 metres;

(xviii) Olympic Park Avenue, the south-west side, from a point 20.21 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 13.83 metres;

(xix) Olympic Park Avenue, the south-west side, from a point 35.76 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 18.6 metres;

(xx) Olympic Park Avenue, the south-west side, from a point 56.33 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 12.82 metres;

(xxi) Olympic Park Avenue, the south-west side, from a point 71.14 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 12.29 metres; and

(xxii) Olympic Park Avenue, the south-west side, from a point 95.83 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 9.94 metres;

(b) introduce a new free parking place, operating from 11am to 9pm daily, for a maximum stay of 30 minutes with no return within 2 hours, in Olympic Park Avenue, the south-west side, from a point 85.39 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 10.44 metres;

(c) introduce a new loading bay, operating from 8am to 11am daily, for a maximum stay of 30 minutes with no return within 1 hour, in Olympic Park Avenue, the south-west side, from a point 85.39 metres north-west of the north-western kerb-line of Honour Lea Avenue north-westward for a distance of 10.44 metres; and

(d) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) in Abercrombie Road and Olympic Park Avenue.

3. Copies of the Orders, which will come into force on 5 May 2025 and documents giving more detailed particulars of the Orders are available for inspection by appointment during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.

4. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders are made, apply for the purpose to the High Court.
