INTRODUCTION OF PERMIT PROVISIONS, VIRTUAL PERMITS, ELECTRONIC AND CASHLESS PAYMENT METHODS AND EMISSION-BASED CHARGING TO OFF-STREET PARKING PLACES ORDER

A. THE LONDON BOROUGH OF HOUNSLOW (OFF-STREET PARKING PLACES) (AMENDMENT NO.3) ORDER 2025

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Hounslow on the 21st February 2025 made the below-mentioned Orders under the Sections 32, 33, 35, and 124 and of Part III and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended and the Traffic Management Act 2004, as amended. The Orders will come into force on the 27th February 2025.

2. The general effect would be to;

Amend the Off Street Parking Places Order to;,

o Amend and introduce permit charges and provisions for the following permit types;

• Operational permit all zones

• Operational permit external

• Doctor permits

o Include provisions for virtual permits and electronic and cashless payments

o Include emissions based charging amendments for season tickets & payment parking charges

o Remove resident and resident visitor permit exemptions in Windmill Road car park in BS CPZ

3. Any off street car parks may be affected by the introduction and amendment of permit provisions. The following off-street car parks may be affected by emissions based charging amendments; Hounslow - Bell Road, Inwood Road, Kingsley Road, Montague Road East, Montague Road West, Prince Regent Road; Chiswick - Chiswick Common Road, Chiswick Town Hall, Dukes Meadow, Welstead Way; Brentford - Albany Parade; Feltham - Bethany Waye, Bridge House.

4. All made documents, along with original deposit documents, can be viewed online at hounslow.gov.uk by typing in the term “traffic notices” in the search bar and at Hounslow Library, Hounslow House First Floor, 7 Bath Road, TW3 3EB or at The Reception of Hounslow House, Ground Floor, 7 Bath Road, TW3 3EB on Mondays and Thursdays between 9.30am and 8pm, Tuesdays, Wednesdays, Fridays and Saturdays between 9.30am and 5.30pm or on Sundays between 11.30am and 4.00pm.

5. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
