THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 237) ORDER 2025

1. NOTICE IS HEREBY GIVEN that the LBWF (the Council) on 20th February 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of schedule 9 to the Road Traffic Regulation Act (RTRA) 1984.

2. The general effect of the Orders will be to continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 204) Experimental Order 2024 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 200) Experimental Order 2024 [relating the LS CPZ] the effects of which:

(a) removed the following roads and parts of roads from the LSE CPZ and moved them into a new CPZ namely Leytonstone Station (LS): Burghley Road, Harrington Road, and Vernon Road from its northernmost extremity to its junction with Harold Road.

(b) converted permit holder parking places in the roads and parts of roads mentioned in paragraph 2(a) from parking places for LSE permit holders to parking places for LS permit holders only.

(c) changed the “controlled hours” of the permit parking places and single yellow lines in the LS CPZ to operate between 8am and 6.30pm on Mondays to Saturdays inclusive;

(d) in Harrington Road, south and south-west sides, suspended a permit parking place and a section of single yellow line waiting restrictions outside George Tomlinson school and provided double yellow line "at any time" waiting restrictions.

3. In respect of permits to park in the LS zone, the properties specified in the experimental orders will continue indefinitely in the permanent orders and only those properties specified will be able to obtain permits to park in a specific zone only.

4. Residents and business permits will continue to be charged on a basis of CO2 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents visitor permits will be obtainable as paperless permits. 5. Copies of the Orders, which will come into operation from 20th February 2025, and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. 6. Any person desiring to question the validity of either of the Orders or of any provisions contained therein on the grounds that they are not within the relevant powers of the RTRA 1984, or that any relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
