THE GLA ROADS AND GLA SIDE ROADS (BANNED MOVEMENTS) TRAFFIC ORDER 2024 (LONDON BOROUGH OF TOWER HAMLETS AND ROYAL BOROUGH OF GREENWICH) VARIATION ORDER 2025

THE A12 / A102 GLA ROAD (BLACKWALL TUNNEL NORTHERN APPROACH ROAD, BLACKWALL TUNNEL SOUTHERN APPROACH ROAD AND NORTHBOUND BLACKWALL TUNNEL, LONDON BOROUGHS OF GREENWICH AND TOWER HAMLETS) (RESTRICTED ROAD) ORDER 2005 (ROYAL BOROUGH OF GREENWICH) VARIATION ORDER 2025

1. Transport for London, hereby gives notice that it intends to make the above named Orders under sections 6, 7, 83 and 84 of the Road Traffic Regulation Act 1984.

2. The general nature and effect of the Orders would be to:-

(1) introduce Red Route controls ((Double Red Lines (No Stopping at Any Time)) on Side Road Returns of Blackwall Way, Orchard Place Northern Slip Road, Orchard Place Southern Slip Road, Western Gateway, Silvertown Way Northbound Off-Slip, Silvertown Way Southbound On-Slip and the Unnamed Access Road Linking Lower Lea Crossing to Canning Town Station Access;

(2) allow for cyclic closures to enable highway maintenance of Leamouth Road, Leamouth Roundabout, Lower Lea Crossing and Tidal Basin Roundabout and their approaches and/or slip roads. Prohibiting vehicular traffic/ pedestrians when traffic signs indicating the restrictions are displayed;

(3) include the prohibition of the transportation of dangerous goods through the Silvertown Tunnel and Blackwall Tunnel;

(4) prohibit any vehicle proceeding northwards on Branch Road from making a U-turn so as to face the opposite direction of travel in that same Road at its junction with Commercial Road;

(5) prohibit any vehicle proceeding south-westwards on Grand Depot from making a U-turn so as to face the opposite direction of travel in that same Road at its junction with the A205 Grand Depot Road/ John Wilson Street;

(6) extend the existing 30 MPH speed limit on Blackwall Tunnel Southern Approach southbound by 270 metres southward from the junction of the unnamed off-slip road connecting Blackwall Tunnel Southern Approach and Blackwall Lane.

3. The roads which would be affected by the Orders are the A1026 Silvertown Tunnel Southern Approach, The Silvertown Tunnels, The Silvertown Tunnel Northern Approach, Silvertown Way Off-Slip (Dedicated Left Turn), Tidal Basin Roundabout, Lower Lea Crossing, Leamouth Circus Roundabout, Leamouth Road and Pavilion Lane and side roads/ approach roads, the A101 Branch Road, A205 Grand Depot Road and the Blackwall Tunnel and its approaches in the London Boroughs of Tower Hamlets and Newham and the Royal Borough of Greenwich.

4. A copy of the Orders, a statement of Transport for London’s reasons for the proposals, a map indicating the location and effect of the Orders and copies of any Orders revoked, suspended or varied by the Orders can be inspected by visiting our website at https://haveyoursay.tfl.gov.uk/tro and selecting the relevant borough and reference the Traffic Order relates to or by appointment during normal office hours at our office at the address below. 5. All objections and other representations to the proposed Orders must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London, SE1 8NJ or by emailing trafficordersection@tfl.gov.uk quoting reference NMR/REGULATION/STOT/BS/TRO, GLA/2025/0216-0222, to arrive before 14th March 2025. Please note due to hybrid working access to post is restricted and requests for documents and confirmation of your objections or representations may be delayed. Objections and other representations may be communicated to other persons who may be affected.
