CHANGES TO BUS LANES, BUS STOP CLEARWAYS, PARKING PLACES AND LOADING BAYS, NEW WAITING AND LOADING RESTRICTIONS, NEW CYCLE TRACKS, NEW COPENHAGEN STYLE CROSSINGS, NEW RAISED TABLES AND CHANGES TO PEDESTRIAN ‘ZEBRA’ CROSSINGS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be to:-
(a) change the operational hours of the south-west bound bus lane in Romford Road between Shrewsbury Road and Rosedale Road so it would operate ‘at any time’ on all days, relocate the bus lane so it runs between No. 510 and No. 460 Romford Road, and include solo-motorcycles in the exemptions for vehicles which are permitted to use the bus lanes;
(b) remove the north-east bound bus lane in Romford Road between Nos. 593 and 675 Romford Road;
(c) introduce a north-east bound bus lane between Nos. 667 and 681 Romford Road operating at any time’ on all days and to include solo-motorcycles in the exemptions for vehicles which are permitted to use the bus lanes;
(d) facilitate the extension of the east-bound bus stop clearway outside Nos. 563-567 Romford Road by approximately 9 metres to outside No. 559 Romford Road;
(e) change the existing free parking places in Nigel Road (to the sides of Nos. 502 and 504 Romford Road) to paid-for parking (pay by phone) operating Monday to Saturday 8am to 6.30pm with a maximum stay of two hours and no return within one hour;
(f) change the existing free parking places in Shrewsbury Road (to the sides of Nos. 528 and 530 Romford Road) to paid-for parking (pay by phone) operating Monday to Saturday 8am to 6.30pm with a maximum stay of two hours and no return within one hour
; (g) remove the free parking place outside No.1 Shrewsbury Road and replace it with waiting restrictions operating “at any time” (double yellow lines);
(h) change the existing parking place in Carlton Road (to the side of Nos. 633-637 Romford Road) to a loading bay operating Monday to Saturday 7am-7pm, with a maximum stay of 30 minutes and no return within one hour; and
(i) change the existing parking place outside No. 524-526 Romford Road to a loading bay operating Monday to Saturday 7am-7pm with a maximum stay of 30 minutes and no return within 1 hour;
(j) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) and new loading restrictions operating ‘at any time’ (double kerb blips) in Romford Road:
(i) on the north-west side from the north-eastern kerb-line of Balmoral Road north-eastward to the boundary of Nos. 491-493 Romford Road;
(ii) on the north-west side from the boundary of Nos. 553-555 Romford Road north-eastward to a point 3 metres south of the boundary of Nos. 609-611 Romford Road;
(iii) on the north-west side from the boundary of Nos. 623-625 Romford Road north-eastward to the south-western kerb-line of High Street North;
(iv) on the south-east side from the north-eastern kerb-line of Katherine Road north-eastward to a point 4.4 metres south-west of the boundary of Nos. 526-528 Romford Road;
(v) on the south-east side from a point 12.1 metres north-east of the boundary of Nos. 526-528 Romford Road north-eastward to the boundary of Nos. 590-592; and
(vi) on the south-east side from a point 4.3 metres north-east of the boundary of Nos. 604-606 north-eastward to the south-western kerb-line of High Street North;
(k) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) and new loading restrictions operating 7am-7pm (single kerb blips) in Romford Road:
(i) on the north-west side from the boundary of Nos. 491-493 Romford Road north-eastward to the boundary of Nos. 553-555;
(ii) on the north-west side from a point 3 metres south-west of the boundary of Nos. 609-611 Romford Road north-eastward to the boundary of Nos. 623-625 Romford Road; and
(iii) on the south-east side from the boundary of Nos. 590-592 north-eastward to a point 4.3 metres north-east of the boundary of Nos. 604-606 Romford Road.
3. NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with sections 65 and 66 of the Highways Act 1980 intends to convert/modify or re-create certain lengths of the footway and carriageway space of Romford Road into segregated cycle tracks for use by cyclists only on both sides from its junction with Katherine Road and Balmoral Road to its junction with High Street North and Station Road E12, a distance of approximately 860 metres. The cycle tracks which will have a width throughout of between 1.8 and 2 metres are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageways. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways.
4. FURTHER NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council proposes to install:
a) Copenhagen Style blended crossings in Rosedale Road, Birchdale Road, Nigel Road, Quakers Place, Shrewsbury Road, Tenbury Close, Hampton Road, at the entrance to the private access road between Nos. 542 and 544 Romford Road, Carlton Road, Salisbury Road, and Manor Park Road at their junctions with Romford Road (shared highway and footway space for moving vehicles and pedestrians). These would be continuous sections of footway, between 75 mm and 100 mm higher at their highest points than the surrounding carriageway, or at an equal level with the surrounding footway and extending across the full width of the carriageway. They will have a length of up to 10 metres including the ramps, which will have gradients between 1:10 and 1:15;
b) a raised table (road hump) in Romford Road, the centrepoint of which will be 0.4 metres north-east of the common boundary of Nos. 575 and 577 Romford Road and will be flush with kerb-lines. The existing zebra-crossing will be re-installed on top of this raised table with no change to the length of zig-zag markings on either side; and
c) raised tables (road humps) in Romford Road, outside Nos. 629-631 and outside Nos. 657-659 Romford Road and will be flush with kerb-lines.
The road humps in paragraphs b) and c) would be constructed in accordance with the Highways (Road Humps) Regulations 1999, be no more than 100 mm in height, and the ramps on each side would have a gradient of no more than 1 in 20.
5. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with Section 23 of the Road Traffic Regulation Act 1984, has approved:
a) the provision of a new pedestrian ‘zebra’ crossing outside Nos. 629-631 Romford Road, and the conversion of the existing pedestrian crossing in Romford Road to a pedestrian and cycle signalised crossing outside Nos. 657-659 Romford Road. The crossings would be situated on the raised tables referenced in paragraph 4 c) above; and
b) the provision of new pedestrian crossings in Romford Road to aid pedestrians across the new cycle tracks:
i) on the north-west side outside Nos. 563, 575, 631 and 657 Romford Road, and
ii) on the south-east side outside Nos. 532, 546, 55 and opposite No. 657 Romford Road
These crossings will not have belisha beacons or zig-zag markings.

8. All objections and other representations relating to the proposed Orders and other measures must be made in writing and received by 12 March 2025. All objections must specify the grounds on which they are made. 9. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
