STANHOPE TERRACE AND SUSSEX PLACE

THE CITY OF WESTMINSTER (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 552) ORDER 2025
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 6th January 2025, made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be, in connection with the Council’s Cycling Movement Strategy, to:
(a) on the south-east side of Stanhope Terrace:
(i) introduce double yellow line “at any time” waiting and loading restrictions outside Nos. 17 and 18 Stanhope Terrace and at the rear of No. 25 Hyde Park Gardens Mews, except for a length of 16 metres outside No. 18 Stanhope Terrace where the “at any time” loading restrictions will not apply, replacing the existing single yellow line waiting restrictions; and
(ii) formally revoke the residents’ parking place outside No. 18 Stanhope Terrace and at the rear of No. 26 Hyde Park Gardens Mews which was temporarily removed when the cycle lane was introduced in 2020; and
(b) on the north-east side of Sussex Place:
(i) extend the double yellow line “at any time” waiting restrictions at its junction with Stanhope Terrace north-westward by 12.2 metres, adjacent to No. 1 Gloucester Square; and
(ii) formally revoke the designation of the pay-by-phone parking place adjacent to No. 1 Gloucester Square which was temporarily removed when the cycle lane was introduced in 2020.
3. As part of this scheme, the Council will also:
(a) introduce a mandatory with-flow cycle lane on the south-west side of Spring Street, from adjacent to No. 194 Sussex Gardens continuing north-westward alongside the parking places outside Nos. 1 to 15 Spring Street, separated from those parking places by a 0.5-metre buffer zone; and
(b) introduce an advisory with-flow cycle lane on the north-east side of London Street between the north-western arm of Norfolk Square and continuing south-eastward alongside the parking places to its junction with Sussex Gardens, separated from those parking places by a 0.5-metre buffer zone.
The proposed introduction of double yellow line “at any time” waiting and loading restrictions in Brook Street, as set out in the Notice of Proposals published on 22nd May 2024, has been abandoned.
4. The Orders, which will come into force on 13th January 2025, and other documents giving more detailed particulars of the Orders are available for inspection until 17th February 2025 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
