1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow proposes to make the above-mentioned Orders under Sections 6, 35, 45, 46, 49, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985 and all other enabling powers.

2. The general effect of the Parking Places Order would be:

(a) to amend the charging structure for on-street and off-street parking places within the London Borough of Harrow so that where the payment period is charged in 20 minute increments the fee would be charged in 60 minute increments;

(b) to increase the charge from £0.20 per 20 minutes to £1.00 for 60 minutes or part thereof in certain lengths of the streets listed in Schedule 1 to this Notice;

(c) to increase the charge from £0.20 per 20 minutes to £1.40 for 60 minutes or part thereof in certain lengths of the streets listed in Schedule 2 to this Notice;

(d) to increase the charge from £0.40 per 20 minutes to £1.40 for 60 minutes or part thereof in certain lengths of the streets listed in Schedule 3 to this Notice;

(e) to increase the charge from £0.60 per 20 minutes to £2.00 for 60 minutes or part thereof in certain lengths of the streets listed in Schedule 4 to this Notice;

(f) to increase the charge from £0.90 per 20 minutes to £1.40 for 60 minutes or part thereof in certain lengths of the streets listed in Schedule 5 to this Notice;

(g) to increase the charge from £0.90 per 20 minutes to £3.00 for 60 minutes or part thereof in certain lengths of the streets listed in Schedule 6 to this Notice;

(h) to increase the charge for long stay parking in certain lengths of the streets listed in Schedule 7 to this Notice from £10 to £11 per stay;

(i) to amend the maximum stay periods for certain parking places as set out in Schedule 8 to this Notice;

(j) to increase the charge for long stay parking in certain parking places as set out in Schedule 9 to this Notice;

(k) to introduce long stay parking in certain lengths of the streets as set out in Schedule 10 to this Notice;

(l) to introduce short stay parking in Sandridge Close, between the hours of 8am and 6.30pm, Monday to Saturday for a maximum of 4 hours at £1.40 per hour or part thereof;

(m) to introduce short stay parking in Marlborough Hill, for a maximum of 4 hours at £1.40 per hour or part thereof;

(n) to introduce a charge of £15.00 for the change of registration of a vehicle on a residents permit where the emissions category does not change.

3. The general effect of the Off-Street Parking Places Order would be to:

(a) amend the times and charges for Off-Street parking places as set out in Schedule 11 to this Notice;

(b) introduce in Cambridge Road Car Park charges for short stay and long stay parking between 8am and 6.30pm Saturday. The charge for short stay parking would be £1.20 per 60 minutes of part thereof and the charge for long stay parking would be £3.00 for over 3 hours;

(c) introduce long stay parking in Davy House Car Park and Greenhill Way Car Park and the charge would be £15.00 per 24 hours or part thereof;

(d) amend short stay parking in Davy House Car Park and Greenhill Way Car Park to be chargeable at all times;

(e) introduce long stay parking in Grimsdyke Road Car Park and the charge would be £5.00 over 5 hours;

(f) introduce short stay parking in Palmerston Road Car Park between 10am and 6pm on Sundays. The charge would be £1.50 per 60 minutes or part thereof;

(g) introduce short stay parking in Palmerston Road Car Park between 6.30pm and midnight Monday to Saturday and 6pm and midnight Sunday. The charge would be £2.00 per visit;

(h) introduce long stay parking in Peel House Car Park between 7.30am and 8pm Monday to Saturday and 10am to 6pm on Sunday. The charges would be £6.50 per visit over 6 hours on Monday to Saturday and £4.00 per visit over 2 hours on Sunday;

(i) introduce long stay parking in Belmont Circle Car Park, Kenton Lane and Kingshill Drive, Belmont Circle between 8am and 6.30pm Monday to Saturday. The charge would be £4.00 per visit over 5 hours;

(j) introduce “Event Parking” at Harrow Leisure Centre Car Park as set out in Schedule 12 to this Notice;

(k) introduce the “Operational Parking Tariff” at Whitchurch Playing Fields Car Park.

4. A copy of the proposed Orders and of the Council’s statement of reasons for proposing to make the Orders can be inspected until the expiration of a period of 21 days from the date on which this notice is published at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between 10.00 a.m. and 6.00 p.m. Monday to Saturday and 11.00 a.m. and 3.00 p.m. Sunday, excluding Bank Holidays.
