LONDON BOROUGH OF BARNET

SECTION 90A HIGHWAYS ACT 1980
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Order under Section 84 to the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to address concerns about speeding, and to improve general road safety, the general effect of the Order would be to introduce a maximum speed limit of 20mph in the following roads/section of roads:
• Manor Drive N20
• St James Avenue N20
• Friars Avenue N20
• Queens Well Avenue N20
• St James Close N20
• Raleigh Drive N20
• Church Way N20
• Church Close N20
• Church Crescent N20
• York Way N20
NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6 to the Road Traffic Regulation Act 1984 and all other enabling powers.
1. As part of variety of measures in the borough to deter obstructive parking, improve sightlines, traffic flow and road safety, the general effect of the Order would be to introduce new lengths of ‘at any time’ waiting restrictions at the following locations below:
a) At the junction of Church Crescent and Church Way N20.
b) Church Way N20, outside Nos. 8/10 Church Way.
c) Church Crescent N20, around the junction in the vicinity of Nos. 22 and 23 Church Crescent.
d) At the junction of Church Crescent and St James Avenue N20.
e) At the junction of Church Way and St James Avenue N20.
f) At the junction of St James Avenue and Friern Barnet Lane N20.
g) At the junction of St James Avenue and Church Close N20.
h) St James Avenue N20, outside Nos. 14 to 18 and 44 to 48 St James Avenue.
i) At the junction of St James Avenue and Raleigh Drive N20.
j) Raleigh Drive N20, outside No. 37 Raleigh Drive to its northernmost junction with Manor Drive, and opposite its northernmost junction with Manor Drive, and both sides near its junction with Oakleigh Road North.
k) At the northernmost junction of Raleigh Drive and Manor Drive N20.
l) At the southernmost junction of Raleigh Drive and Manor Drive N20.
m) At the junction of Manor Drive and York Way N20.
n) At the junction of Manor Drive and Friars Avenue N20.
o) At the junction of Manor Drive and Friern Barnet Lane N20.
p) Manor Drive N20, outside Nos. 83 to 89 Manor Drive, and Nos. 50 to 56 Manor Drive.
q) York Way N20, north-west side, from its junction with Manor Drive to its junction with Oakleigh Road North.
2. In order to reduce the level of cut through traffic using side roads to avoid main roads and junction congestion, to help improve road safety, the general effect of the Prescribed Route Order would be to:
a) Introduce a point of not entry on York Way N20, at its junction with Oakleigh Road North, which would prohibit motorists from entering York Way from Oakleigh Road North.
The prohibition referred to in section 1 above will not apply in relation to anything done:-
(i) by pedal cycles (not being motor vehicles) which follow the route through the median strip indicated by traffic signs;
(ii) with the permission or at the direction of a police constable in uniform.
(iii) in accordance with traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
(iv) by any vehicle being used for ambulance, fire brigade or police purposes in an emergency.
3. In order to effectively manage traffic flow and improve road safety, the general effect of the Prescribed Route Order would also be to introduce one way traffic systems as follows:
(a) on York Way N20, so motorist travelling on York Way will only be permitted to travel in a northerly direction, between its junction with Manor Drive and Oakleigh Road North;
FURTHER NOTICE is hereby given that the London Borough of Barnet in exercise of powers conferred by Section 90A of the Highways Act 1980 proposes to introduce road humps as follows:
