THE ISLINGTON (MOVING TRAFFIC RESTRICTIONS) (NO. 4) EXPERIMENTAL TRAFFIC ORDER 2024

1. Notice is hereby given that the Council of the London Borough of Islington (‘the Council’) on the 9th of February 2024 made the above-mentioned Order under sections 9, 10 and 124 of and Part IV of Schedule 9 to of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order which will come into force on the 16th of February 2024 is to introduce a new experimental traffic management scheme on Annette Road. The effect of which will be to:

(a) prohibit vehicular traffic on Tollington Road from turning left onto Annette Road;

(b) suspend the ‘no entry’ restriction on Annette Road at its junction with Lister Mews; and

(c) prohibit motor vehicles from entering Annette Road at its junction with Tollington Road.

3. The Order provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Director of Environment and Commercial Operations at the London Borough of Islington, or some person authorised by them, may, if it appears to them or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extends, modify or suspend any of the Orders or any provision thereof.

4. A copy of the Order and of other documents giving more detailed particulars are available for inspection. Copies of these documents may be obtained either by emailing environment@islington.gov.uk, by telephoning Environment on 020 7527 2000 or by sending a postal request to Environment, 1 Cottage Road, London N7 8TP. 5. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to Environment, 1 Cottage Road, London N7 8TP. Any objection may be communicated to, or be seen by, other persons who may be affected.

6. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.
