1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:-
a) to change the length of the road closure in Station Road E7 such that it extends from the intersection of the southern kerb-lines of Clinton Road and MacDonald Road to a point 6.8 metres south of those kerb-lines;
b) to change the length of the road closure in Ash Road E15 such that it extends from the southern kerb-line of Hatfield Road and a point 13.7 metres south of that kerb-line.
Existing exemptions to the closures will be maintained via the use of CCTV/camera enforcement for: (a) pedal cycles; (b) refuse collection vehicles; and (c) vehicles being used: (i) for ambulance, fire brigade or police purposes; (ii) in connection with the removal of an obstruction; (iii) in connection with the cleansing, maintenance, improvement or reconstruction of the carriageway; (iv) in connection with the placing, maintenance, improvement, reconstruction or removal of street furniture; (v) for the purpose of any building operation or demolition; or in connection with the laying, erection, alteration or repair of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any communications network; or (vi) for the provision of a universal postal service;
c) to remove 11 metres of permit holder parking places (SNW zone) on the east side of Ash Road (outside the western flank wall of Nos. 10 and 14 Hatfield Road);
d) the conversion of 5 metres of permit holder parking places (SNW zone) on the west side of Ash Road (5 metres north of No. 56 Ash Road) to waiting and loading restrictions operating at any time (double yellow lines and double kerb blips);
e) to introduce 18 metres of permit holder parking places (SNW zone) on the west side of Ash Road from a point 9 metres north of the northern kerb-line of Albert Square to a point 27 metres north of that kerb-line;
f) the introduction of waiting and loading restrictions operating at any time (double yellow lines and double kerb blips) on the east side of Ash Road between a point 14 metres north-west of the northern kerb-line of Gawsworth Close and a point 20 metres north-west of that point;
g) the conversion of 0.8 metres of ‘shared use’ (permit holder (FGN) and paid for parking) on the north side of Clinton Road 7.5 metres north-east of the north-eastern kerb-line of Station Road E7 to waiting and loading restrictions operating at any time (double yellow lines and double kerb blips);
h) the conversion of 1.2 metres of permit holder parking places (any zone permit) on the south side of Clinton Road 7.5 metres north-east of the north-eastern kerb-line of Station Road E7 to waiting and loading restrictions operating at any time (double yellow lines and double kerb blips);
i) the conversion of 7 metres of permit holder parking places (FGN zone) on the south-west side of Station Road E7 outside No. 67 Station Road to waiting and loading restrictions operating at any time (double yellow lines and double kerb blips); and
j) make certain amendments so as to bring existing orders in line with the on street layout.
3. NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council of the London Borough of Newham proposes to:-
a) construct a raised table (road hump) extending from the southern kerb-line of Hatfield Road southward for a distance of 14.3 metres (including the ramps);
b) remove a road hump from outside Nos. 1-6 St Saviours Court, Station Road E7; and
c) construct a raised table (road hump) on all four arms at the junction of Clinton Road, MacDonald Road and Station Road E7 from a point 4 metres south-west of No. 34 Clinton Road south-westward for 20.2 metres (including the ramps), and from a point 6.9 metres south of the southern kerb-line of Clinton Road north-westward for a distance of 19.5 metres (including the ramps).
The raised tables would be constructed and deployed in accordance with the Highways (Road Humps) Regulations 1999 and would be no more than 100 mm in height. The ramps at each end would have a maximum gradient of 1 in 15. The footway at each location would be built out to meet the raised tables.
4. 6. All objections and other representations relating to the proposed Orders or to the proposed raised tables (road humps) must be made in writing and received by 28 February 2024. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London, E16 2QU or by email to traffic.orders@newham.gov.uk.
7. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
