1. The London Borough of Hounslow proposes to make the above Orders under the Road Traffic Regulation Act 1984 and introduce road humps under the Highways Act 1980.
2. The general effect of the Waiting and Loading, Parking Places and Disabled Parking Bays Orders would be to facilitate improvements to the public realm in the vicinity of Nos.1-15 Grove Park Road through the relocation and reallocation of the on-street parking bays. The overall number of ‘pay-by-phone’ parking bays will be reduced by three. The hours of operation for the ‘pay-by-phone’ will be extended to 9am to 5pm, with the first 30 mins of parking continuing to be free. Eight of the existing shared-use bays within the area will be converted to a mixture of ‘pay-by-phone’ parking bays, a loading bay and waiting restrictions. The number of resident parking bays will be increased by one.
3. The general effect of the Loading Places Order would be to facilitate the introduction of a Goods Vehicle Only loading bay on Spencer Road adjacent to its junction with Grove Park Road.
4. The proposed road humps would consist of:
a) a flat top road hump on Grove Park Road and Bolton Road at the junction of these two roads. The road hump will have a maximum height of 75mm, a maximum gradient of 1 in 20 with a plateau length of 27 metres;
b) raised side road entry treatments with a maximum height of 75mm and a maximum gradient of 1:12 at the junctions of Spencer Road and Station Approach Road with Grove Park Road.
