PROPOSED INTRODUCTION OF WAITING RESTRICTIONS IN VARIOUS LOCATIONS IN CROYDON

THE CROYDON (PROHIBITION AND RESTRICTION OF STOPPING, LOADING AND WAITING) AND (FREE PARKING PLACES) (NO. F29) ORDER 20-

THE CROYDON (ON-STREET CHARGED-FOR PARKING PLACES) (NO. F30) ORDER 20-

1. NOTICE IS HEREBY GIVEN that Croydon Council proposes to make the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Orders would be:

a) To introduce “at any time” double yellow line waiting restrictions in the lengths of streets specified in the Schedule 1 to this Notice.

b) To extend existing single yellow line restrictions in the lengths of streets specified in Schedule 2 to this Notice.

c) To introduce free unrestricted parking bays in the length of street specified in Schedule 3 to this Notice.

d) To update the map-based tiles to the Schedule attached to the above Orders to accurately represent the new arrangements as they exist on site.

3. A copy of the proposed Orders and all related documents can be inspected between 9am and 4pm, Monday to Friday inclusive, until the last day of a period of six weeks beginning with the date on which the Orders are made, or the Council decides not to make the Orders, by appointment with the Parking Design Team, at Bernard Wetherill House, 8 Mint Walk, Croydon, CR0 1EA (telephone 020 8726 6000 and ask for Parking Design). Alternatively all related documents or further information can be requested by email to Parking.Design@croydon.gov.uk.

4. Persons desiring to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Parking Design Team, Place Department, Croydon Council, Floor 6 Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon CR0 1EA or email Parking.Design@croydon.gov.uk quoting the reference PD/CH/F29 & F30 by 21 December 2023.

5. The Order is intended to introduce new or amend existing waiting restrictions at various locations. These measures are intended to address all or some of the following situations: improve safety by providing increased visibility, especially at junctions and on bends; prevent obstructive parking so that turning vehicles have sufficient manoeuvrability and improve access for all road users, especially pedestrians, cyclists, emergency, and public service vehicles.

SCHEDULE 1

Alfriston Avenue, Croydon

The south-west side, for 10 metres either side of its junction with Peppermint.

Beddington Farm Road, Croydon

The south side, for 21 metres either side of its junction with Progress Way.

Brantwood Road, South Croydon

• The north-east side, from a point opposite the common boundary of Nos. 2 and 3 Brantwood Road north-westwards for 23 metres.

• The south-west side, from the common boundary of Nos. 2 and 3 Brantwood Road north-westwards for 29 metres.

Cobden Road, South Norwood

The south-east and south-west (odd-numbered) side

• from the common boundary of Nos. 59 and 61 to the common boundary of Nos. 77 and 79 Cobden Road.

The south-west side, from the end of the red route parking bay north-eastwards for 12 metres, extending across the entrance to Idlewild Mews.

Commerce Way, Croydon

• The south-east side, from a point opposite the north-eastern kern-line of Progress Way south-westwards for 22 metres.

• The north-west side, from a point 10 metres south-west of the junction with Progress Way to the south-western kerb-line of the private vehicular entrance to Purley Retail Park

Cranleigh Gardens, South Croydon

Both sides, from its junction with Onslow Gardens to the end of the grass verge adjacent to the flank wall of No.17 Onslow Gardens.

Gibson’s Hill, Norbury

The south-east side, either side of its junction with Links Gardens for 10 metres.

Gladeside, Croydon

• Both sides, from its junction with Lorne Avenue/Gladeside (between No. 1 Lorne Avenue and No. 21 Gladeside) north-westwards for 10 metres.

• The north-west side, from its junction with Lorne Avenue/Gladeside (between No. 2 Lorne Avenue and No. 21 Gladeside) south-westwards for 8 metres.

• The south-east side, from its junction with Lorne Avenue/Gladeside (between No. 2 Lorne Avenue and No. 21 Gladeside) south-westwards for 13 metres.

Headcorn Road, Thornton Heath

Both sides, from its junction with Silverleigh Road north-eastwards for 10 metres.

High Trees, Croydon

Both sides, from its junction with Woodland Way north-westwards for 18 metres.

Limpsfield Road, South Croydon

The south-west side, extending the double yellow lines at the junction with Village Way to meet the double yellow lines at the junction with Marshall Close.

Links Gardens, Norbury

Both sides, from its junction with Gibson’s Hill south-eastwards for 10 metres.

Lorne Avenue, Croydon

• Both sides, from its junction with Lorne Gardens to the ends of the grass verges adjacent to the flank walls of 36 and 38 Lorne Gardens.

• The south-east side, from its junction with Gladeside north-eastwards for 13 metres.

• The north-west side, from its junction with Gladeside north-eastwards for 8 metres.

Lorne Gardens, Croydon

The south-west side, from a point 13 metres south-east of its junction with Lorne Avenue to a point 15 metres north-west of that junction.

Love Lane, South Norwood

The north-western extremity of the road, from its junction with Waverley Road, across the barrier giving access to footpath 662.

Old Barn Lane, Kenley

The north side, extending the existing double yellow lines at the junction with Godstone Road westwards by 10 metres.

Onslow Gardens, South Croydon

The south-west side, extending either side of its junction with Cranleigh Gardens to the ends of the grass verges outside Nos. 17 and 19 Onslow Gardens.

Orchard Avenue, Croydon

The south-east side

• Either side of its junction with Russet Drive for 10 metres.

• From the common boundary of Nos. 60 and 62 Orchard Avenue to its junction with Orchard Rise.

The north-west side

• From the common boundary of Nos. 69 and 69a Orchard Avenue to the southern end of the grass verge outside No. 83 Orchard Avenue.

The north and east sides

• From its junction with Orchard Way to a point opposite the southern end of the grass verge outside No. 83 Orchard Avenue.

The carriageway surrounding the island site at the junction of Orchard Avenue with Orchard Way and Orchard Rise.

• The north side, from its junction with Orchard Way eastwards for 16.5 metres.

• The south side, from its junction with Orchard Way eastwards for 20 metres.

The north-east side, either side of its junction with Headcorn Road for 10 metres.

St Ann’s Way, South Croydon

Both sides, from its junction with Pampisford Road westwards for 10 metres.

Tennison Road, South Norwood

The north-east side, for 10 metres either side of its junction with Priory Gardens.

The Chase, Coulsdon

Both sides from its junction with Woodcote Grove Road westwards for 16 metres.

The Wend, Coulsdon

• The north side, from its junction with Woodcote Grove Road eastwards for 15 metres.

• The south side, from its junction with Woodcote Grove Road eastwards for 14.5 metres.

Tollers Lane, Coulsdon

The south-east side, extending the double yellow lines at the junction with Coulsdon Road to meet the existing double yellow lines adjacent to Lacy Lodge.

Warwick Road, Coulsdon

Both sides, from its junction with Woodcote Grove Road westwards for 16.5 metres.

Waverley Road, South Norwood

The north-west side, from its junction with Love Lane south-westwards for 5.5 metres.

Woodcote Grove Road, Coulsdon

The west side

• For 11 metres either side of its junction with Warwick Road.

• From its junction with The Chase northwards for 13 metres.

The east side

• From its junction with The Wend northwards for 10 metres. Both sides, from its junction with The Chase and The Wend southwards for 10 metres.

Both sides, between its junction with Orchard Avenue and the north-eastern flank wall of No. 69a Orchard Avenue.

(Extending existing single yellow line waiting restrictions)

Brantwood Road, South Croydon

• The south-west side, extending the single yellow line at the junction with Brighton Road (operating from 7am-7pm, Mon-Sat) for 10 metres south-eastwards to cover the vehicular access at the rear of Nos. 417 to 421 Brighton Road.

Limpsfield Road, South Croydon

• The south-west side, extending the single yellow line at the junction with Mitchley Hill (operating from 8am-6pm, Mon-Sat) to meet the double yellow lines at the junction with Marshall Close.

SCHEDULE 3

(Free unrestricted parking bays in Progress Way, Croydon)

The north-east and east side

• One 5 metre bay 18 metres north-west of the junction with Commerce Way.

• One 22.5 metre bay adjacent to the north-western kerb-line of the vehicular entrance to Unit 13, Progress Business Park.

• One 40 metre bay opposite No. 19 Progress Way.

• One 15 metre bay adjacent to the northern kerb-line of the vehicular entrance to Progress Business Park.

• One 5 metre bay adjacent to the northern kerb-line of the vehicular entrance to 24 Progress Way.

• One 15 metre bay at the rear of Furniture Village, Purley Way.

• One 10 metre bay 10 metres south of the junction with Beddington Farm Road.

The west side

• One 10 metre bay one metre south of the existing loading bay outside Units 1-2 Broadfield Close, Progress Way.

• One 15 metre bay opposite No. 25 Progress Way.
