FERNDALE LOW TRAFFIC NEIGHBOURHOOD ADDITIONAL FILTERS

FERNDALE ROAD AND SANTLEY STREET

[NOTE: This Notice is about the ban motor on vehicles from using a section of Ferndale Road and Santley Street as a through road, the ban on waiting by vehicles at any time in certain lengths of Ferndale Road and Santley Street, the removal of parking spaces in Ferndale Road, the ban on left turns from Concanon Road and Dulcie Street into Santley Street and the removal of the existing banned turns from Santley Street into Concanon Road.]

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 27th September 2023 made The Lambeth (Prescribed Routes) (No. 8) Traffic Order 2023, The Lambeth (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 21) Order 2023 and The Lambeth (Charged-For Parking Places) (Amendment No. 21) Order 2023, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Order will come into force on 30th September 2023.

2. The general effect of the Order will be to:–

(a) ban motor vehicles proceeding in:

(i) Ferndale Road, from proceeding past a point 3.3 metres east of the common boundary of Nos. 150 and 152 Ferndale Road, in either direction; and

(ii) Santley Street from proceeding past a point 1.5 metres south-west of the common boundary of Nos. 13 and 15 Santley Street, in either direction;

(b) amend the existing no waiting at any time restrictions (indicated on the carriageway by double yellow lines) in Santley Street, both sides, to cover all sides of the proposed timber planters that would be located between the common boundary of Nos. 13 and 15 Santley Street and a point 3 metres south-west of that boundary;

(c) remove a section of the existing permit holders parking places, and replace with no waiting at any time restrictions (indicated on the carriageway by double yellow lines), in Ferndale Road:

(i) the north side between a point 0.6 metres east of the common boundary of Nos. 148 and 150 Ferndale Road and the common boundary of Nos. 154 and 156 Ferndale Road; and

(ii) the south side, between a point 0.3 metres west of the common boundary of Nos. 145 and 147 Ferndale Road and a point 2.1 metres east of the common boundary of Nos. 151 and 153 Ferndale Road;

(d) ban motor vehicles proceeding in either Dulcie Street or Concanon Road from turning left into Santley Street;

(e) remove the existing banned right turn from Santley Street into Concanon Road; and

(f) remove the existing banned left turn from Santley Street into Concanon Road.

3. The Orders are necessary to introduce public realm improvements as part of the Ferndale Low Traffic Neighbourhood (LTN) scheme. The proposals distribute traffic more evenly within the LTN by providing additional access routes to the southern part of Ferndale LTN. The intended effect of the additional modal filters is to reduce traffic on Ferndale Road (West) through the provision of additional access and egress points. This should result in traffic being more evenly distributed within the southern part of the LTN. This proposal will not impact the overarching aim of the Ferndale LTN which is to prevent through motor traffic from travelling through the residential streets within the LTN area and to meet the objectives set out within the Low Traffic Neighbourhood Monitoring Strategy.

6. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
