BRANKSOME ROAD, CHALE ROAD, DUMBARTON ROAD, FORSTER ROAD, KINGSWOOD ROAD, LYHAM ROAD, MORRISH ROAD, NEW PARK ROAD, STRATHLEVEN ROAD
EXPERIMENTAL TRAFFIC RESTRICTIONS, REMOVAL OF PARKING SPACE AND INTRODUCTION OF “AT ANY TIME” WAITING RESTRICTIONS (DOUBLE YELLOW LINES) AND RELOCATIONS OF DISABLED PLACES
(NOTE: This Notice is about banning motor vehicles from using various roads in the Brixton Hill Area as through roads and the introduction of double yellow line waiting restrictions, the removal of some permit holders and pay by phone parking space and the relocation of solo motorcycle parking, car club parking, and disabled parking areas. These measures will all be introduced as an experiment in the first instance. Objections to this being continued on a permanent basis may be made, as well as any other comments – see paragraph 7.)
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 15 August 2023 made the above-mentioned Orders under section 9 of the Road Traffic Regulation Act 1984.
2. The general effect of the Orders, which will come into force on 4 September 2023, will be to introduce experimentally a:-
(1) Suspension of existing one-way working for traffic to be replaced with two-way working:
(a) In Branksome Road between the southern kerb-line of Acre Lane and the northern kerb-line of Sudbourne Road;
(b) In Strathleven Road between the southern kerb-line of Acre Lane and a point opposite the common boundary of Nos. 1A and 3 Strathleven Road;
(c) In Lyham Road between the southern kerb-line of Prague Place and the northern kerb-line of Crescent Lane;
(2) Ban motor vehicles with exemptions for pedal cycles, emergency vehicles, and vehicles with a valid dispensation via the use of CCTV enforcement:
(a) In Branksome Road from proceeding southward past a point 6 metres south of the southern kerb-line of Acre Lane;
(b) In Dumbarton Road from proceeding in a westerly direction past the western kerb-line of Brixton Hill;
(c) In Forster Road between a point 3 metres east of the eastern kerb-line of Tilson Gardens and a point 31 metres west of the western kerb-line of Kingswood Road in both directions;
(d) In Kingswood Road between the common boundary of Nos. 64 and 66 Kingswood Road and Nos. 67 and 69 Kingswood Road in both directions;
(e) In Lyham Road from proceeding past a point 3 metres south of the southern kerb-line of Prague Place and the northern kerb-line of Crescent Lane in both directions.
(f) The Lyham Road / Dumbarton Road / Chale Road junction, from the north-eastern corner to the south-western corner, requiring compulsory left turns from Chale Road into Lyham Road and Dumbarton Road into Lyham Road, and compulsory right turns from Lyham Road into Dumbarton Road and Lyham Road into Chale Road;
(g) In Strathleven Road from proceeding in a northerly direction past a point 2 metres south of the common boundary of Nos. 1a and 3 Strathleven Road;
(h) In Morrish Road from proceeding in an easterly direction past a point opposite the common boundary of Nos. 56 and 58 Morrish Road (physically enforced with a planter barrier);
(i) In the north-eastern arm of New Park Road, from proceeding in a north-easternly direction past a point at the northern kerb-line of Streatham Place (A205 South Circular Road).
(3) Proposed road closure with exemptions for pedal cycles:
(a) In Branksome Road from proceeding in a northerly direction past a point 26 metres south of the southern kerb-line of Acre Lane;
(b) In Morrish Road from proceeding in a westerly direction past the western kerb-line of Brixton Hill. The road closure includes the provision of a physical barrier;
(c) In Strathleven Road from proceeding in a southerly direction past a point 2 metres south of the southern kerb-line of Acre Lane.
(4) Banned turns except for pedal cycles:
(a) In Brixton Hill from entering Dumbarton Road in both directions;
(b) In Acre Lane from entering Branksome Road in both directions.
(5) Proposed contraflow cycle exemption:
(a) In Branksome Road in a northbound direction between the southern kerb-line of Winterwell Road and the northern kerb-line of Sudbourne Road;
(b) In Dumbarton Road in a westerly direction between the western kerb-line of Brixton Hill westward for 7 metres.
(6) Introduce new no waiting at any time restrictions in:
(a) In Forster Road on the north and south sides between the north-eastern kerb-line of Tilson Gardens north-eastward for 37 metres;
(7) Remove parking space and replace with a ban on waiting by vehicles at any time (double yellow lines) at the following locations:
(a) Branksome Road, the east side outside the flank wall of No. 89 Acre Lane, (a) 16.1 metres of limited 30-minute waiting paid parking place; (b) 4 metres of solo motorcycle only parking place;
(b) Branksome Road, the west side outside the flank wall of No. 91 Acre Lane, (a) 9.7 metres of permit holder (ER) and paid 4-hour limited waiting parking place; (b) 5 metres of car club only parking place;
(c) Branksome Road, the west side outside Nos. 2 and 4 Branksome Road, 18.7 metres of permit holder (ER) and paid 4-hour limited waiting parking place;
(d) Chale Road, (a) the north side outside the flank wall of No. 188 Lyham Road, 4.1 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place; (b) the south side outside Number 1a Chale Road, 4.8 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place;
(e) Dumbarton Road (a) the north side outside the flank wall of No. 265 Lyham Road, 2.6 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place; (b) the south side outside the flank wall of No. 267 Lyham Road, 2.1 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place;
(f) Kingswood Road, (a) the east side outside from a point opposite the common boundary of Nos. 60 and 62 Kingswood Road southward for 37 metres of permit holder (DR) only parking place; (b) the west side, from a point opposite the common boundary of Nos. 60 and 62 Kingswood Road southward for 31 metres of permit holder (DR) only parking place;
(g) Lyham Road, (a) the east side from a point opposite the southern kerb-line of Crescent Lane southward for 4.1 metres, free 30-minute limited parking place; (b) the east side outside Nos. 271 to 273 Lyham Road, 5.2 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place; (c) the west side outside Nos.194 to 196 Lyham Road, 5.1 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place.
(h) Morrish Road, (a) the north side outside Nos. 274 and 278 Morrish Road, 15.5 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place; (b) the south side outside Nos. 60 and 62 Morrish Road, 10.3 metres of free 1-hour limited waiting parking place; (c) the south side outside Nos. 54 and 56 Morrish Road, 10.3 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place;
(i) Strathleven Road, (a) the east side outside Nos.5 and 7 Strathleven Road, 9.6m of permit holder (ER) and paid 4-hour limited waiting parking place;
(j) Sulina Road, (a) the north side outside the flank wall of No. 42 Morrish Road, 5,8m of solo motorcycle parking.
(8) Conversion of existing waiting restrictions to no waiting at any time:
(a) In Branksome Road, the west side, north of the northern boundary of No.2 Branksome Road (7.4 metres of single yellow lines converted to double yellow lines);
(b) In Lyham Road, the west side, outside No. 89 Lyham Road, 29.4 metres of single yellow line converted to double yellow lines;
(c) In Morrish Road, the north side outside No. 45 Morrish Road, 25.8 metres of single yellow line converted to double yellow lines.
(9) Suspension of Disabled parking place and replacement with no waiting at any time restrictions:
(i) In Morrish Road, the south side outside No. 58 Morrish Road for 6 metres;
(10) Suspension of existing shared use (permit holder and paid limited waiting) parking place;
(a) In Morrish Road, the south side outside No. 52 Morrish Road, replace 6 metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place with a disabled parking place;
(b) In Sulina Road, the west side outside the flank wall of 44 Morrish Road, replace 5.8 metres metres of permit holder (DR & DB) and paid 4-hour limited waiting parking place with a solo motorcycle parking place.
(c) In Lyham Road, the east side outside 63 Lyham Road, replace 5m of permit holder (ER) and paid 4-hour limited waiting parking place to time limited free bay, Monday to Friday, 8.30am-6.30pm, 30-minute max stay, with no return 1 hour.
(11) Suspension of existing permit holder only parking place:
(a) Branksome Road, the east side outside Nos. 3, 5, and 7 Branksome Road, 8.8 metres of permit holder (ER) parking place and replace with a (a) 3.8 metre solo motorcycle parking place outside Nos. 3 and 5 Branksome Road; (b) 5-metre car club parking place outside Nos. 5 and 7 Branksome Road.
3. The Orders are intended to restrict, and thereby reduce, through motor traffic in the Brixton Hill Low Traffic Area, to improve air quality, increase road safety for all road users and improve the amenity of the area, whilst retaining vehicular access for residents and local businesses. The introduction of double yellow lines and the removal/relocation of parking space is necessary to provide turning space for vehicles affected by the restrictions and improve sight lines. The Orders are being introduced as an experiment in the first instance so their effect on the roads concerned and those in the surrounding area can be assessed before a decision is made about whether to continue them permanently.
4. Where it appears essential for certain purposes, the Council’s Assistant Director of Infrastructure, Environment, Public Realm & Climate Change Delivery, or any person authorised by him, may modify, or suspend any of the Orders or any of their provisions under section 10(2) of the Road Traffic Regulation Act 1984.

7. The Council will consider in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under section 6, 45 and 46 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders, within a period of six months beginning with the date on which the experimental Orders come into force, or if the any of the experimental Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. Any such objection or any representation must be made in writing and must state the grounds on which any objection is made and be sent to Barbara Poulter, Highways Team (Resident Services), London Borough of Lambeth, PO Box 734, Winchester, SO23 5DG (emails sent to bpoulter@lambeth.gov.uk are also acceptable). Any objection or representation received may be communicated to, or be seen by, other persons who may have an interest in this matter.
8. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
