DOCKLESS E-BIKE TRIAL

A. THE LONDON BOROUGH OF HOUNSLOW (NO.3) EXPERIMENTAL ORDER 2023

1. The London Borough of Hounslow hereby gives notice that on 10 August 2023 it made the above Order under Section 9 of the Road Traffic Regulation Act 1984.

2. The general effect of the Order, which comes into effect on 4 September 2023, will be to:

a) introduce e-bike parking bays in Bedfont Road, Bell Lane, Benedict Drive, Cains Lane, Hatchett Road, Hatton Green, New Road, North Road, Oak Way and Sherborne Road, Bedfont;

b) introduce e-bike parking bays in Alfred Road, Baber Drive, Brainton Avenue, Burns Avenue, Cardinal Road, Carlton Avenue, Chertsey Road, Elmwood Avenue, Highfield Road, Kings Road, Ludlow Road, Raleigh Road, Space Waye, St Dunstans Road, Westmacott Drive (x2), Feltham;

c) introduce e-bike parking bays in Bideford Close, Lebanon Avenue, Mount Road, Nene Gardens, Pevensey Road, Queens Way, Riverdale Road, Roebuck Close, South Road, St Georges Road, Sunningdale Avenue, Swift Road, Wigley Road (x2) and Woodlawn Drive, Hanworth;

d) introduce e-bike parking bays in Bath Road, Clevedon Gardens, Firs Drive, Great South West Road, Hawthorn Close, Legrace Avenue, Mornington Crescent, Northfield Road, Salisbury Road and The Vale, Cranford;

e) introduce e-bike parking bays in Alderney Avenue, Beechcroft Close, Broad Walk, Channel Close, Court Road, Greencroft Road, Kingswood Avenue, Lynmouth Gardens, Queenswood Avenue, Raleigh Road, Ringway, Summerhouse Avenue, Sutton Hall Road, Sutton Square, Walnut Tree Road, Wentworth Road, West Way and Winchester Avenue, Heston; and

f) introduce e-bike parking bays in Station Road, Brentford; Dan Mason Drive, Riverside Drive and The Promenade, Chiswick; and Musgrave Road and North Street, Isleworth

3. Amend existing parking bays and waiting restrictions (yellow lines) to accommodate the e-bike parking bays.

4. The trial will also see the introduction of footway parking areas for e-bikes in the following roads:

a) Bedfont Road, Longleat Way, Staines Road, Bedfont;

b) Ashford Road, Bedfont Lane, Central Way, Elmwood Avenue, Harlington Road West, High Street (x4), Hounslow Road, Sparrow Farm Drive, Staines Road (x2) and Sycamore Close, Feltham;

c) Bear Road, Boundaries Road, Forest Road and Hounslow Road, Hanworth;

d) Arundel Road, Berkeley Avenue, Brabazon Road, Chaucer Avenue, Cranford Lane and Green Lane, Cranford;

e) Bath Road, Church Road, Crosslands Avenue, Lampton Road, New Heston Road and Vicarage Farm Road, Heston;

f) Worple Avenue, Isleworth.

4. Documents giving further information of the Order can be viewed online at hounslow.gov.uk by typing in the term “traffic notices” in the search bar. Documents will be available for viewing until the end of eighteen months from the date on which this Notice is published.

5. The Order provides for the Assistant Director for Traffic, Transport and Parking, or any person authorised by them to modify or suspend the Order or any provision of it, if it appears to them or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs.

6. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.

7. If the provisions of the Order continue in operation for a period of at least six months, the Council will consider in due course whether the provisions of the experimental Order should be continued in force indefinitely by means of a permanent Order. Any person desiring to object to the making of an Order for the purpose of such indefinite continuation may, within six months of the experimental Order coming into operation, send a statement in writing of the objection and the grounds on which it is made to the Assistant Director for Traffic, Transport and Parking, Hounslow House, 7 Bath Road, Hounslow TW3 3EB or by email to trafficorders@hounslow.gov.uk quoting the reference TMO/E003/23.
