Harbours
IN THE MATTER OF THE HARBOURS ACT 1964
In accordance with section 31(3)(a) and (b) of The Harbours Act 1964 and upon the direction of the Deputy Minister for Climate Change of the Welsh Government under section 31(3) of the Harbours Act 1964
NOTICE IS HEREBY GIVEN
that Mr Matthew Bull of Clover Cottage. Swallowtree, Saundersfoot, SA69 9DD has given notice of objection to charges levied by Pembrokeshire County Council (the "Authority") in their role as Harbour Authority for the Port of Fishguard and Goodwick (the "Harbour") and pursuant to s.31(2) of the Harbours Act 1964.
The grounds for that objection are as follows;
1. The charges raised by the Authority are unfair in that they seek to raise a landing charge only in respect of the landing of Whelks. No other fish landed at the Harbour are subject to landing charges
2. The amounts charged are excessive by reason of;
a. The value of Whelk catch in comparison to other species landed at the Harbour
b. The charges raised (or not raised) by the Authority at other harbours under its
control and management
c. The facilities provided to those landing whelks comparative to
i. Facilities and charges raised by other comparative harbours
ii. The facilities provided to other fishers not landing Whelk and for whom no
charge is raised.
d. Comparative charges around the rest of Wales and the rest of the UK
3. By virtue of the restrictions on landing and the restrictions on access by transport vehicles
to the quayside comparative to the charges made.
AND TAKE NOTICE THAT
any person or body who desires to make to the Deputy Minister for Climate Change of the Welsh Government representations in the matter, that is to say, a person having a substantial interest and a body representative of persons who have such an interest, should do so in writing by no later than Friday 25th August 2023.
