BULL LANE N18, SHAFTESBURY ROAD N18, – INTRODUCTION OF BANNED TURNS, A ‘BUS GATE’ AND MINOR AMENDMENTS TO PARKING PLACES AND WAITING AND LOADING RESTRICTIONS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) have made The Enfield (Event Day) (Waiting Restrictions) (Amendment No. 4) Order 2023, The Enfield (Event Day) (Parking Places) (Amendment No. 4) Order 2023, and The Enfield (Prescribed Routes) (No. 4) Traffic Order 2023, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders which will come into operation on 28 June 2023 will be to:
(a) ban all vehicles except pedal cycles:
(i) proceeding in Shaftesbury Road from turning left into Bull Lane;
(ii) proceeding in a northward direction in Bull Lane from turning right into Shaftesbury Road;
(iii) proceeding in a southward direction in Bull Lane from turning left into Shaftesbury Road;
(iv) exiting the yard outside No. 22 Bull Lane from turning left into Bull Lane.
(b) ban vehicles, except buses and pedal cycles, from entering or proceeding in Bull Lane N18, between the exit from the yard outside No. 22 Bull Lane and the southernmost gated entrance to Bull Lane Park; Access to the yard outside No. 22 Bull Lane will be maintained;
(c) shorten the existing parking place on the east side of Bull Lane, outside No. 20 Bull Lane by 9.6 metres at it southern end;
(d) introduce a new permit holders parking place on the east side of Bull Lane, opposite the side of No. 2 Amersham Avenue;
(e) remove the existing individual parking place in Shaftesbury Road, on the south side, outside No. 33 Shaftesbury Road and replace it with “no waiting at any time” restrictions to be shown by double yellow lines;
(f) introduce a ban on loading at any time on the east side of Bull Lane and the south side of Shaftesbury Road, around the junction between the two roads.
(g) make various minor amendments to the existing parking places and waiting and loading definitions for Bull Lane so they better reflect how restrictions have been implemented on street (there would be no change to the way these restrictions operate).
3. Copies of the Orders, and any other relevant documents, can be inspected at the Town Library, 66 Church Street, Enfield EN2 6AX, on Mondays to Fridays between 9am and 5pm inclusive until the end of six weeks from the date on which the Orders were made. 4. Copies of the made Orders can be obtained by emailing journeysandplaces@enfield.gov.uk or by writing to Journeys and Places, Enfield Council, Silver Street, Enfield, EN1 3XA (quoting reference TG1514).
5. Any person desiring to question the validity of the Orders or of provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
