THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.226) ORDER 2023

THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.143) ORDER 2023

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have on 25th May 2023 made the above-mentioned Orders under Sections 6, 45, 46, 49, 51 to the Road Traffic Regulation Act 1984 and all other enabling powers.

1. The general effect of the Free Order will be to introduce new lengths of ‘at any time’ waiting restrictions at the following locations below:

a) Warwick Close EN4 - opposite No.34 Warwick Close to No.38 Warwick Close.

b) Warwick Close EN4 - Outside and opposite No.19 to No.20 Warwick Close.

c) Warwick Close EN4 – northwest side of Warwick Close between the junction of Victoria Road and a point opposite the common boundary of No.38 and No.39 Warwick Close. As a result of the above measure being introduced a length of existing waiting restrictions operating 7am to 7pm Monday to Saturday will be removed.

2. As part of in-process and completed public highway adoptions in the borough and on-going regeneration development works it is considered that certain lengths of public highway should be kept clear of parked vehicles to ensure motorists and pedestrian safety, prevent obstructive parking, and allow adequate traffic flow. The general effect of the above Orders will be to introduce new or formalise existing waiting restrictions as follows:

a) In order to accommodate the introduction of ‘dropped kerbs’ vehicle crossover to enable access to off-street parking facilities, the general effect of the Orders will be to formalise the introduction of lengths of waiting restrictions operating 11am to 12pm Monday to Friday outside No.1 to No.21 Beech Court, Granville Road NW2; opposite No.1 to No.21 Beech Court, Granville Road NW2 and opposite No.130 Granville Road NW2. As a result of the proposed measures above being introduced, lengths of resident permit holders only parking spaces operating 11am to 12pm Monday to Friday will be removed.

b) Introduce a length of No waiting ‘at any time’ restrictions on the north side of Corner Mead NW9 from a point approximately 42 metres east of the eastern kerbline of South Mead to a point approximately 120 metres east of the eastern kerbline of South Mead. As a result of the above measure being introduced a shared use resident permit holder, business permit holders and Paybyphone payment parking bay operating 9am to 4pm Monday to Friday will be removed.

c) Introduce lengths of No waiting ‘at any time’ restrictions outside the entrances to Friern Court, Friern Barnet Lane N20 situated opposite the common boundary of No.253 to No.255 Friern Barnet Lane N20 and opposite Waltham Court, Friern Barnet Lane N20.

3. In order to accommodate the introduction of a ‘dropped kerb’ vehicle crossover to enable access to off-street parking facilities, the general effect of the Orders will be to remove existing parking spaces and replace with yellow line waiting restrictions outside the location below as follows:

a) The general effect of the above orders will be to relocate the resident permit holders only parking space situated opposite No.3 The Vale NW11, to a new location opposite No.1a The Vale. As a result of the above measure being introduced, 5 metres of an existing resident permit holder only parking space will be removed.

A copy of the Orders, which will come into operation on Tuesday 6th June 2023 and the Council's Statement of Reasons for making the Orders can be obtained, for a period of 6 weeks from the date on which this notice is published, by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 7th Floor, 2 Bristol Avenue, Colindale, London NW9 4EW.

Any person wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
