(Note: This notice is about the provision of secure bicycle parking structures and reducing the length of certain parking places in controlled parking zones to accommodate those structures) (T60(22))

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 20th April 2023 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to convert 3 metres of permit parking space to allow for the provision of secure bicycle parking structures (“units”) on the highway in the following roads under section 63 of the Road Traffic Act 1984. Some Cycle Hangars will be placed where waiting restrictions exist as stated. The proposed permit parking spaces to be displaced will default to "at any time" waiting restrictions where the cycle hangar will be provided. 1 unit is proposed in each road below unless otherwise stated:

a. Skeltons Lane outside 39 (extending from the boundary of No.41)

b. Huxley Road outside 120 (extending from the boundary of 122)

c. Claude Road outside 93 (extending from the boundary of No.95)

d. Leasowes Road outside 20 (extending from the boundary of No. 22)

a. Bulwer Court Road outside flats 35-32 (beside current bikehangar)

b. Barclay Road outside 33 (extending from the boundary of No.35)

c. Wragby Road outside 23 (extending from the boundary of No.25)

e. Worsley Road outside 7 (extending from the boundary of No.9)

Note:

The Orders are necessary to make space for the provision of secure bicycle parking for residents who do not have the space and/or ability to securely park bicycles in or within a reasonable distance from their home.

The proposals for Diana Road outside 96 (extending from the boundary of No. 92) and Beulah Road outside 74 (extending from the boundary of No.76) have been abandoned.

3. Copies of the Orders, which will come into operation from 24th April 2023 and all other relevant documents can be inspected until the expiration of a period of six weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management Office, Low Hall, Argall Avenue, London, E10 7AS during normal office hours on Mondays to Fridays inclusive, or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
