PUBLIC NOTICE FOR PROPOSED PARKING CHANGES
The Council proposes to make changes to the following Orders under the Road Traffic Regulation Act 1984 (as amended):
THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019 THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019
1. The effect of these proposals is as follows:
PTO 2149 – Mellish Street
a) (east of Alpha Grove): (i) Remove 11m of single yellow line, to extend the existing resident parking bay outside the flank wall of no.133 Alpha Grove an easterly direction, (ii) Immediate east of the boundary wall no.109, convert 6m of single yellow line into double yellow line to protect the dropped kerb access for off-street disabled parking area, (iii) Remove the single yellow line, to extend the existing permit holder parking bay opposite Clara Grant House from 17m to 23m creating one extra parking space, (iv) To convert 3m of single yellow line into double yellow line to protect dropped kerb access for bin collection, and (v) To extend the existing double yellow line opposite Gilbertson House from 6m to 7m in a westerly direction to allow an informal loading facility and a bin collection point (with a dropped kerb) for the community centre.
b) (North/South arm between the flank wall of no.159 - 161): (i) West side, remove 6.5m of single yellow line and replace with permit holder parking space to create an extra parking space, (ii) East side, by removing 10m of single yellow line, extend the existing permit holder bay northwards, (iii) Convert both existing corners at no.159 from single yellow lines to double yellow lines.
PTO 2150 – Various Waiting and Loading changes
a) Wick Lane - outside no.417, to introduce 27m of no loading at any time restrictions.
b) Millharbour – West side, opposite Pepper Street, remove 17m of double yellow line and introduce a shared use (Permit / Pay by Phone) parking bay
c) Lightermans Road – (i) convert the existing under-utilised coach bay into a shared used (Permit/ Pay by Phone) parking bay, and (ii) by removing 15m of double yellow lines adjacent to the coach bay, to introduce a shared use (Permit/ Pay by Phone) parking bay.
d) Bream Street – Outside Jenner House, remove 21m of double yellow line to introduce Permit holder parking bay.
e) Upper North Street – (i) Convert the single yellow lines to double yellow lines on the east kerb side between Broomfield Street and Northumbria Street and (ii) to introduce no loading at any time between Broomfield Street and Brabazon Street.
PTO (2151) - Various Waiting and Loading changes:
1) Convert existing single yellow lines to double yellow lines on: (a) Payne Road: Access to Church, introduce No Loading At Any Time (b) Greenfield Street: junction with Fieldgate Street, introduce No Loading At Any Time (c) Maconochies Road: both sides junction with Westferry Road, upgrade single yellow lining to double yellow lining (d) Pixley Street, junction with Copenhagen Place, Upgrade Single Yellow Lining to Double Yellow Lining (e) Barnardo Street: junctions with Devonport Street, Havering Street, Opposite Havering Street, Junction with Bower Street (eastward 66m westward 24m) Opposite Bower Street, upgrade single yellow lining to double yellow lining. South side, junction with Barnardo Gardens, convert 10m of single yellow lining to double yellow lining with No Loading At Any Time (f) Powis Road: both sides junction with Bruce Road, upgrade single yellow lining to double yellow lining (g) Grace Street: both sides junction with St Leonard’s, upgrade single yellow lining to double yellow lining (h) Cavell Street : junction with Nelson Street upgrade single yellow lining to double yellow lining (i) Portman Place: South Side between Sceptre Road and Globe Road, upgrade 62m single yellow lining to double yellow lining (j) Canton Street: both between East India Dock and Saracen Street, between Saracen Street and Upper North Street upgrade single yellow lining to double yellow lining (k) Treadway Street: both sides and junction with Hackney Road, upgrade single yellow lining to double yellow lining (l) Hartfield Terrace: from opposite no.11 westward all the way to outside no.9 (25m) convert all single yellow lining to double yellow lining (m) Fieldgate Street: junction with Romford Street, Upgrade Single Yellow Line to Double Yellow Lines with No Loading At Any Time (n) Vine Court: Western section, Upgrade existing Double Yellow Lines with No Loading At Any Time (o) Devons Road: South side between Maddams Street and Brock Place, Upgrade Single Yellow Lining to Double Yellow Lining
2) Introduction/changes to Parking Bays.
a) Glengall Grove: West side, outside Peninsula Court convert 4m of Residents Bay outside bin room to Double Yellow Lining.
b) Maconochies Road: East side, extend north end of residents bay by 2m and covert 2m of south end to double yellow lining.
c) Bewley Street: East side, outside Shadwell Fire Station – convert 16m of existing double yellow to new Permit Holders Bay.
d) Pixley Street: South side, junction with Copenhagen Place, convert existing Business Permit Holders Bay to Permit Holders Bay.
e) Palmers Road: East side outside Nos. 2/20 convert 6m of permit holder bay to Disable Bay (3 hours no return in 1 hour).
f) Barnardo Street: junction with Barnardo Gardens convert 12m of Single yellow line to Goods vehicle Loading Bay (20mins no return within 2 hours).
g) Millharbour: junction with Pan Peninsula square, extend south end of Motorcycle Bay by 2m.
h) Nelson Street: outside Gateway House, convert 11m of Single yellow line to Permit Holders Bay.
i) Nelson Street: outside Damien Court, convert 5m of Single yellow line to New Permit Holders Bay.
j) Cavell Street: outside no.19 extend south end of Multi-use bay by 4m.
k) Collingwood Street: outside Pellew house, convert 5m of double yellow lines to Resident Permit Holders Bay.
l) Collingwood Street: outside Pellew house convert 4m of north end of Resident Permit Holders Bay to double yellow lines.
m) Fairfoot Road: outside no.130 convert 7m of Residents Permit Holders Bay to Single Yellow Line.
n) To Introduce Personalised Disable Bay: (a) Tiller Road: outside no. 79/87 Holystone Court, convert residents permit holder’s bay to a Personalised Disabled Bay, (b) Change Personalised Disable Bays to Residents Permit Holders Bays: (i) Gale Street: outside no. 13 bay no. 625 (ii) Swaton Road: outside no. 81 bay no. 257 (iii) Bruce Road: outside no. 46 bay no. 548, and (iv) Newark Street: outside no. 26 bay no. 26
2. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 1 above.
3. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing parking.TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.
4. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 3 or in writing to Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
