1. NOTICE IS HEREBY GIVEN that Lewisham Borough Council on 13th March 2023 made the above-mentioned Orders under the powers of sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 3rd April 2023 and expire on 2nd October 2024.
2. The general effect of the Orders will be, by way of an experiment, to introduce ‘pedestrian and cycle zones’ in the vicinity of Rangefield Primary School and Haberdashers’ Aske’s Knights Academy (Knights Temple Grove) comprising the lengths of streets listed in column (2) of the Schedule to this Notice.
3. The Orders will provide that all motor vehicles, except exempt vehicles, will be restricted from entering the pedestrian and cycle zones during the hours of operation, as set out in column (3) of the Schedule (during term time only).
Please note that:
(a) any vehicle that is already within a pedestrian and cycle zone prior to the start of the hours of operation will be permitted to leave; and
(b) buses will also be exempt from the pedestrian and cycle zone in the vicinity of Rangefield Primary School.
4. The Orders will also:
(a) introduce double yellow line “at any time” waiting restrictions:
(i) at the junctions of the main carriageway of Rangefield Road with the “square” (the length fronting Nos 109 to 143);
(ii) at the junction of Glenbow Road with Keedonwood Road;
(b) prohibit south-eastbound vehicles, except cycles, from entering Ballamore Road at the junction of Pendragon Road.
5. The effect of the Orders is intended to create a pleasant environment that improves safety for users travelling to school via sustainable modes, encouraging use of those modes and discouraging users travelling to school by car, thereby achieving positive health outcomes for the school community.
6. The Orders provides that in pursuance of section 10(2) of the 1984 Act, the Council’s Director of Public Realm (or such other officer of the Council as holds the post of Traffic Manager as defined in section 17 of the Traffic Management Act 2004), or some person authorised by them, may, if it appears to them or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extends, modify or suspend the Orders or any provision thereof.
7. A pack of documents giving more detailed particulars of the Orders can be collected for inspection between 9am and 5pm on Mondays to Fridays at the reception desk of Laurence House, 1 Catford Road, London SE6 4RU. Please request a pack of documents for ‘School Street Tranche 5’. Alternatively, the documents can be obtained by emailing a request to trafficorders@lewisham.gov.uk quoting reference ‘School Streets Tranche 5’.
8. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
9. The Council will in due course consider whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 49 of the 1984 Act. Any person may object to or make representations regarding the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the date on which the experimental Orders come into force or, if the Orders are varied by subsequent Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force.
10. Any such objection or representation must be made in writing and all objections must specify the grounds on which they are made and must be emailed to: trafficorders@lewisham.gov.uk or posted to Lewisham Council, Strategic Transport, 4th Floor Laurence House, 1 Catford Road, London SE6 4RU, quoting reference ‘School Streets Tranche 5 ’. Any objection may be communicated to other persons who may be affected.
