THE ISLINGTON (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 13) ORDER 2023

THE ISLINGTON (PRESCRIBED ROUTES) (NO. 5) TRAFFIC ORDER 2023

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington on the 23rd of February 2023 made the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, and of all other powers thereunto enabling.

2. The general effect of the Orders will be to continue indefinitely the existing experimental scheme in the streets listed in this Notice. The effect will therefore be to:

(a) prohibit the passage of all motor vehicles, except ‘CBW’ permit holders at the following locations:

(i) Canonbury Place (northern south-west to north-east arm), at a point 6.2 metres north-east of the north-eastern kerb-line of Alwyne Villas;

(ii) Alwyne Road, at a point 2 metres south-west of the boundary between Nos. 2 and 3 Alwyne Road;

(iii) Clephane Road, at a point 3.9 metres south-east of the south-eastern kerb-line of Thorndike Road (measured from the kerb build-out);

(iv) Ramsey Walk, at a point 7.4 metres south-west of the north-eastern kerb-line of Rona Walk. ‘CBW’ permits allowing vehicles to pass the points listed above will be available to disabled person’s badge holders who are residents of premises listed in the Schedule to this Notice, by application to the Council.

(b) prohibit all vehicles, except pedal cycles and authorised vehicles (‘CBW’ permit holders):

(i) proceeding in Thorndike Road, from turning left onto Clephane Road;

(ii) proceeding on Alwyne Villas, from turning right onto Canonbury Place (northern south-west to north-east arm);

(iii) proceeding on Compton Road, from turning right into Canonbury Place (northern south-west to north-east arm).

(c) require all vehicles, except pedal cycles and authorised vehicles (‘CBW’ permit holders), proceeding on Ramsey Walk in a generally south-westward direction, to turn right onto Rona Walk.

(d) introduce ‘at any time’ waiting restrictions in the following locations:

(i) Alwyne Road, south east side, between a point 16 metres north-east of a point opposite the common boundary of Nos. 2 and 3 Alwyne Road and a point 5.5 metres north-east of the common boundary of Nos. 38 and 39 Alwyne Road;

(ii) Alwyne Road, north-west side, between a point 25.5 metres north-east of the common boundary of Nos. 1 and 2 Alwyne Road and the north-eastern kerb-line of Alwyne Villas;

(iii) Clephane Road, north-east side, outside No. 5 Clephane Road, between the kerb-buildout and a point 6.5 metres south-east of that build-out;

(iv) Clephane Road, south-west side, outside Sark House, between the kerb-buildout and a point 6.5 metres south-east of that build-out;

(v) Ramsey Walk, north-west side, outside No. 22 Ramsey Walk, between the kerb-buildout and a point 6 metres south-west of that build-out;

(vi) Ramsey Walk, south-east side, outside No. 24 Ramsey Walk.

(e) amend parking places as follows:

(i) Alwyne Road, shorten the CPZ ‘L’ pay by phone and permit holders parking place on the south- east side, opposite No. 3 Alwyne Road by 16 metres;

(ii) Alwyne Road, remove section of the CPZ ‘L’ resident permit holders parking place on the north-west side, outside Nos 1, 2 and 3 Alwyne Road;

(iii) in Clephane Road, remove the CPZ ‘T’ residents permit holders parking place on the south-east side outside Sark House;

(iv) in Clephane Road, shorten by 6.5 metres the CPZ ‘T’ resident permit holders parking place on the north-east side outside No. 5 Clephane Road;

(v) in Clephane Road, relocate the dedicated disabled bay DB229 by 6.5 metres south-eastwards from its current position outside Sark House;

(vi) in Ramsey Walk, shorten the CPZ ‘T’ residents permit holders parking place on the north-west side outside No.22 Ramsey Walk by 6 metres;

(vii) in Ramsey Walk, shorten the CPZ ‘T’ residents permit holders parking place on the south-east side outside No.24 Ramsey Walk by 5 metres.

(f) remove the width restriction on Grange Grove.

3. A copy of the Orders, which will come into force on the 24th of February 2023, and of other documents giving more detailed particulars are available for inspection. 4. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.
