THE ISLINGTON (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 6) ORDER 2023
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington on the 2nd of February made the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, and of all other powers thereunto enabling.
2. The general effect of the Orders would be to:
(a) prohibit the passage of all vehicles in:
(i) the south-western arm of Clerkenwell Green; and
(ii) the south-eastern arm of Clerkenwell Green, between the south-western arm of Clerkenwell Green and the north-eastern arm of Clerkenwell Green.
(b) impose a one-way working in the north-eastern arm of Clerkenwell Green and the south-eastern arm of Clerkenwell Green, between the north-eastern arm of Clerkenwell Green and Sekforde Street, so that all vehicles except pedal cycles must proceed in the general direction of Sekforde Street;
(c) remove all one-way workings in Clerkenwell Green other than those detailed in (b) above;
(d) prohibit motor vehicles other than ‘CGR’ permit holders from entering or proceeding in in the north-eastern arm of Clerkenwell Green and the south-eastern arm of Clerkenwell Green, between the north-eastern arm of Clerkenwell Green and Sekforde Street;
‘CGR’ permits allowing vehicles to enter the lengths of road listed above will be available to disabled person’s badge holders who are residents of premises listed in the Schedule to this Notice, by application to the Council.
(e) introduce a restricted parking zone (RPZ) where waiting and loading would be prohibited at any time except in the parking bays listed in 2(f)(iii). This restriction would be effective in those parts of Clerkenwell Close and Clerkenwell Green that fall within the following extents:
(i) the north-western extent would be at a point 10.5 metres south-west of the common boundary of Nos. 7 and 8 Clerkenwell Close;
(ii) the north-eastern extent would be at a point 9.5 metres north-east of the common boundary of Nos. 7 and 8 Clerkenwell Green,
(iii) the south-western extent would be at a point opposite the common boundary of Nos. 29 and 30 Clerkenwell Green; and
(iv) the south-eastern extent would be at the pedestrianised parts of Clerkenwell Green listed in (a) above.
(f) in connection with the above to:
(i) remove all parking places in the lengths of roads listed in (a) above;
(ii) remove all existing parking places in the lengths of roads listed in (b) above; and
(iii) provide new loading bays in:
a. Aylesbury Street, outside No. 1 Clerkenwell Green;
b. Clerkenwell Green, outside Nos. 30 to 32;
c. Clerkenwell Close, outside Nos. 54 and 55; and
d. Clerkenwell Road, across the existing junction with Clerkenwell Green;
(iv) extend the existing shared-use parking place outside No. 30 Farringdon Road by 5.2 metres, and reduce the existing shared-use parking place opposite No. 30 Farringdon Road by 2.5 metres;
(v) remove the existing resident permit parking place outside Nos. 18-20 Farringdon Lane;
(vi) introduce a resident permit parking place outside Nos. 14-16 Farringdon Lane;
(vii) move the existing car club parking place outside Nos. 14-16 Farringdon Lane north-westward by 4 metres.
(g) remove the existing bus stands in the lengths of roads listed in (a) above and introduce a new bus stand on the south-west side of Farringdon Lane, north-west of Farringdon Lane’s junction with Vine Street Bridge.
(h) remove the existing motor vehicle prohibitions in Clerkenwell Green (south-eastern arm between the north-eastern arm of Clerkenwell Green and Sekforde Street), this includes removing banned turns associated with these prohibitions.
(i) to continue indefinitely the existing experimental scheme on Corporation Row, Northampton Road, Sans Walk, Scotswood Street, Skinner Street, St James’s Walk and Woodbridge Street, the effect of which will be to:
(i) prohibit motor vehicles other than ‘CGR’ permit holders and local buses from entering or proceeding in the length of Corporation Row that lies between Woodbridge Street and Clerkenwell Close;
(ii) prohibit left turn movements into the above length of Corporation Row from Woodbridge Street and Northampton Road and right turn movements into the above length of Corporation Row from Clerkenwell Close, applying to all vehicles except authorised vehicles (‘CGR’ permit holders) and pedal cycles; and
(iii) amend the compulsory right turn movement at the western end of the length of Skinner Street fronting Nos. 45 to 49 Skinner Street, so it applies to all vehicles except authorised vehicles (‘CGR’ permit holders), local buses and pedal cycles).
3. A copy of the Orders, which will come into force on the 3rd of February 2023, and of other documents giving more detailed particulars are available for inspection. 4. Any person who wishes to question the validity of the Order, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Order, may make application for the purpose to the High Court within six weeks from the date on which the Order is made.
