The Council of the London Borough of Redbridge on 18th January 2023 made the above-mentioned Order, after consulting the Commissioner of Police of the Metropolis, in exercise of the powers conferred by Section 15 of the Greater London Council Act 1974 and Sections 6, 45, 46, 49 and 121A and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended and of all other enabling powers, the effect of which will be to:

1. Install double yellow lines in Ashurst Drive IG6, opposite nos. 32 and 34 (across access to garages); in Elmcroft Avenue E11 at the junctions to both accesses for the garages at the rear of Carlton Terrace; in Forest Close E11 at the side of no. 54 Hollybush Hill; in Lennox Gardens IG1, at the side of no. 19 Highlands Gardens; in New North Road IG6 outside no. 378; at the Naseby Road IG5 and Roundaway Road junction; in St Peters Close IG2, adjacent to nos. 25 to 30; at the Arrowsmith Close IG7 and Arrowsmith Road junction; in Ripley Road IG3, across its junction with Hobbs Mews; in Water Lane IG3, across its junction with Hobbs Mews; in Empress Avenue IG8, at its junction with Woodford New Road, at the Crescent Road E18 and Maybank Road junction; in Ley Street IG1, adjacent no. 96 and across the car park access at the rear of Kingsley Mews; in Blackthorn Road IG1 outside nos. 73 to 83, at the junction outside nos. 165 to 179, alongside & opposite nos. 68 to 78, opposite no. 49; in Lawson Close IG1 opposite nos. 20, outside nos. 20 to 28, at the junction outside no. 65 to 75, outside and opposite no. 2; in Cedar Close IG1 adjacent no. 15 and at the side of no. 11, at the junctions of Blackthorn Road and the Access Road to nos. 109 to 163 Blackthorn Road IG1, Blackthorn Road and Cedar Close IG1, Blackthorn Road and Lawson Close IG1; in Durham Avenue IG8 across the access to the field located adjacent 15 to 26 Barnes Court; Fullwell Avenue IG5 at the side of no. 1 Humphrey Close; Tomswood Hill IG6 opposite nos. 242 to 248; Westwood Road IG3 outside no. 203;

2. Install double yellow lines with double yellow kerb blips in Woodford New Road IG8, at its junction with Empress Avenue; in The Broadway IG8 outside and opposite nos. 1 to 4;

3. Install single yellow lines operating Monday to Friday 11.30am to 12.30pm in Walden Way IG6, outside no. 70;

4. Install single yellow lines operating Monday to Saturday 8.30am to 6.30pm in Primrose Road E18, outside no. 25;

5. Convert single yellow lines to resident permit holders parking operating Monday to Friday, 11am to 12pm in Chaucer Road E11 adjacent no. 62 Chaucer;

6. Convert existing business permit holders only at the side of no. 7 Ashford Road in Beechcroft Road E18 to permit holders only operating Monday to Friday 8.30am to 6.30pm;

7. Convert existing double yellow lines to single yellow lines operating 8.30am to 6.30pm in Cleveland Road IG1, from the side of no. 13 Albert Road to opposite Ilford Hindu Centre and from opposite no. 25 Cleveland Road to outside Ilford Hindu Centre;

8. Convert payment parking bays to double yellow lines in Perth Road IG2, opposite nos. 294, 298 and opposite its junction with Lonsdale Crescent;

9. Revoke existing single yellow lines at the Woodford New Road IG8 and Empress Avenue junction; Horace Road IG6, outside no. 23 and 25; in Beech Grove IG6 outside no. 25;

10. Revoke existing single yellow lines with single yellow kerb blips in Woodford New Road IG8 at the side of no. 71 Empress Avenue;

11. Revoke existing section of permit parking area in Forest Close E11, at the side of no. 54 Hollybush Hill;

12. Revoke 2 wheeled pavement parking in Walden Way IG6 outside no. 70;

13. Make the following admin-based changes to amend the traffic order so that it accurately reflects restrictions on site; install double yellow lines in Hermon Hill E18, outside Nos. 118, 120 and 122; revoke disabled badge holders only bay in Cleveland Road IG1, opposite nos. 24 and 25;

14. Convert single yellow lines to double yellow lines in Cranbrook Road IG1 opposite nos. 249 to 267; The Broadway IG8 outside nos. 1 to 6 and opposite no. 1 to its junction with Station Road Approach; Loxford Lane IG1 outside Loxford Youth Centre;

15. Convert single yellow lines to pay by phone bays operating 8.30am to 6.30pm Monday to Friday with a maximum stay of 3 hours and no return within 1 hour in Woodbine Place E11 at the side of Wanstead Library, outside no. 25 Woodbine Place and opposite Wanstead Library to opposite no. 25 Woodbine Place, in Grosvenor Road E11 outside the Wanstead United Reformed Church;

16. Extend double yellow lines, revoking underlying permit parking in Gaynes Hill Road IG8 outside no. 50; the parking area of Little Holt E11 (off of Hermon Hill) outside Little Holt;

17. Convert single yellow lines to unrestricted parking bays in Woodlands Road IG1 outside nos. 77, 94/96, Bedford Road IG1 at the side of no. 68 Woodlands Road, Rutland Road IG1 opposite nos. 43 to 47, outside no. 20/22, 38/40, Dudley Road IG1 at the sides of nos. 100 and 102 Woodlands Road, Cleveland Road IG1 at the side of no. 20 Rutland Road and no. 15 Dudley Road, Grange Road IG1 at the side of No. 120 Woodlands Road, Richmond Road IG1 outside no. 29, Westbury Road IG1 outside no. 117;

18. Convert double yellow lines to unrestricted bay Grange Road IG1 adjacent to No. 120 Woodlands Road;

19. Install a permit parking area (Hainault D) operating at all times on Hughes Road IG6.

20. Revoke a section of footway parking outside no. 672a/674 New North Road IG6;

21. Install shared use BLA Permit Holders Parking or Pay By Phone Parking operating Monday to Saturday 8am to 6.30pm Monkhams Lane IG8 between High Road Woodford Green and The Green (southeast side only);

22. Install 2 wheeled footway parking in Lawson Close IG1 opposite nos. 22 to 28; in Blackthorn Road IG1 outside no. 30 to 40; in Cedar Close IG1 outside nos. 1 to 8;

A copy of the Order, which comes into operation on 25th January 2023, together with the Council’s Statement of Reasons for making the Order, the map schedule and map schedule legend indicating the location and the effect may be examined at the Central Library, Clements Road, Ilford, IG1 1EA between 10am to 8pm Monday to Friday (except on Bank Holidays) and 10am to 5pm Saturday.

Any person wishing to question the validity of the Order or any provisions contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulations Act 1984 or that any of the relevant requirements thereof or of any regulations made thereunder have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
