ROAD USER CHARGING

TRANSPORT FOR LONDON, as the charging authority for the Congestion Charge, Ultra Low Emission Zone (‘ULEZ’) and Low Emission Zone (‘LEZ’) road user charging schemes, hereby gives notice that the Mayor of London published his revised transport strategy (‘MTS’) on 18 November 2022 and confirmed the following road user charging orders on 25 November 2022:

1) The Greater London Low Emission Zone Charging (Variation and Transitional Provisions) Order 2022 (‘the ULEZ and LEZ Variation Order’); and

2) The Greater London (Central Zone) Congestion Charging (Variation) Order 2022 (‘the Congestion Charging Variation Order’).

These orders came into force on the day after they were confirmed. T

he ULEZ and LEZ Variation Order amends the Low Emission Zone Charging Scheme Order 2006 which established the LEZ and the ULEZ and provides for a daily road user charge to apply to vehicles which are used within the respective zones and which do not meet the vehicle standards set out therein (unless exempt or registered for a discount). The effect of the amendments is as follows:

1) The ULEZ will be expanded to the LEZ boundary to cover approximately the whole of Greater London from 00:01 hours on 29 August 2023.

2) The £10 registration and annual fee for paying the ULEZ and LEZ charges by the automatic payment service known as Auto Pay (including Fleet Autopay) will no longer apply from 30 January 2023.

3) The level of penalty charge for non-payment of the ULEZ charge will be £180, reduced to £90 if paid within 14 days and increasing to £270 if a charge certificate is issued, from 30 January 2023.

4) Minor changes to update the scheme rules, including to remove spent provisions, align payments methods and to clarify refunds and the length of licences that may be issued, will apply from 26 November 2022.

The ULEZ and LEZ Variation Order was confirmed by the Mayor subject to the following modifications:

5) Recipients of the standard rate mobility component of Personal Independence Payment and certain other specific state benefits may apply for a 100% discount from the ULEZ in respect of their own vehicle or their nominated driver’s vehicle from 30 January 2023 until 24 October 2027; and

6) A registered keeper of a wheelchair accessible vehicles may apply for a 100% discount from the ULEZ in respect of their vehicle from 30 January 2023 until 27 October 2027.

These 100% discounts are in addition to the disabled vehicle tax class, disabled passenger vehicle tax class and Wheelchair Accessible Private Hire Vehicles (PHV) exemptions which currently apply. A new scrappage scheme to support Londoners on lower incomes, disabled Londoners, charities and micro-businesses will also be launched on 30 January 2023.

The Congestion Charging Variation Order amends the Greater London (Central Zone) Congestion Charging Order 2004 which established the Congestion Charging Zone and provides for a daily road user charge to apply to vehicles which are used within the zone (unless exempt or registered for a discount).The effect of the amendments are as follows:
