THE EALING (FREE LOADING PLACES) (AMENDMENT NO. *) ORDER 2022
1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council, propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985.
2. The general effect of the Parking Places Order would be to:
(a) introduce permit holder parking places for the use of staff working in Copley Close within the Careline, CCTV and Parking enforcement team services, their visitors in lengths of Copley Close;
(b) provide that the parking places would operate at any time
(c) provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time provided that with the exception of motorcycles and disabled persons vehicles, a valid (in an electronic form) COP zone permit, or voucher has been issued to the vehicle.
3. The general effect of the Waiting and Loading Restriction Amendment Order would be to introduce waiting restrictions that would apply “at any time” in those lengths of Bordars Road (on the south-east side between Copley Close and a point 51 metres south-west of Copley Close) and Copley Close (between Bordars Road and a point 59.3 metres south-east of the south-eastern kerb-line of the access road between Lodden Court and Matlock Court) that are not designated as parking places.
4. The general effect of the Disabled Persons Order would be to provide a disabled parking place in Copley Close for the use of vehicles displaying the disabled person’s blue badge permit and where such vehicles may be left without limit on time.
5. The general effect of the 'Electric Vehicle Charging Points' Order would be to: - (a) designate parking places for electric vehicle charging at locations in Copley Close and Bordars Road; (b) specify that any parking place referred to above would be available for electric vehicles only “at any time,” without charge, provided that any electric vehicle is connected to a charging post via a charging lead at all times while it is left in that parking place. Electric vehicles left at a parking place for electric vehicle charging would be able to return at any time.
6. The general effect of the Special Permit Order would be to provide a parking place in Copley Close for car club vehicles.
Car Club vehicles would be required to display special parking permits whilst using the parking place the cost of which would be £806 per annum. The parking place would operate 24 hours a day, 7 days a week.
7. The general effect of the Loading Place Order would be to provide a loading place in Copley Close that would operate between 8am and 6pm daily. Outside of these times it would be available for use by COP1 permit holders.
8. Parking Permits (which are issued in an electronic form) would be charged as follows

There would be a £30 discount for electric vehicles from the above charges, however there is a minimum charge of £20 for a permit.
Older diesel vehicles (manufactured in 2015 or before) would be subject to an additional charge of £50

10. The proposed Orders, other documents giving more detailed particulars of the Orders including plans, are available by e-mail from trafficnotices@ealing.gov.uk or by inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders.
11. Any objections or other representations about any of the proposed Orders should be sent in writing by e-mail to trafficnotices@ealing.gov.uk or by post to Highways Service, Perceval House, 14-16 Uxbridge Road W5 2HL, quoting reference ORD 4315 until the 4th January 2023. All objections must specify the grounds on which they are made and should include the address of the author.

the south-east side between Copley Close and a point 51.1 metres south-west of Copley Close.
Copley Close
(a) both sides between Bordars Road and a point 59.3 metres south-east of the south-eastern kerb-line of the access road between Lodden Court and Matlock Court.
(b) the North Mews (access road between Honiton Court and Ipswich Court);
(c) the South Mews (access road between Lodden Court and Matlock Court);
(d) the access road from Templeman Road to the south-east side of Matlock Court, Copley Close.
