F. HIGHWAYS ACT 1980, SECTION 90A – PROVISION OF ROAD HUMPS

1. The London Borough of Hounslow proposes to make the above Orders, change a signalised pedestrian crossing into a Toucan crossing, and install two road humps under the Road Traffic Regulation Act 1984.

2. The new staggered Toucan crossing would be situated in Staines Road at its junction with Bell Square, in place of the existing staggered Puffin Crossing.

3. The flat-top road humps would be situated in:

a) Cromwell Road, from its junction with Staines Road southwards for 2 metres; and

b) Staines Road, from a point 24 metres south-west of Steve Biko Way north-eastwards for 55 metres; Steve Biko Way from its junction with Staines Road north-westwards for 14 metres; and Staines Road service road (serving Nos 30-62 evens) from its junction with Staines Road south-eastwards for 5 metres.

4. The general effect of the Waiting and Loading Order would be to:

a) introduce “No loading at any time” restrictions on the north-west side of Staines Road between a point 1.5m north-east of the boundary of No.1 Pontes Avenue and No 223 and a point 4.5m south-west of Orchid Gardens, and between the north-eastern boundary wall of No.249and Wivenhoe Court (in place of “No loading Monday to Friday 8 to 9.30am and 4.30 to 6.30pm); and

b) introduce “No waiting and No loading at any time” restrictions on the north-west side of Staines Road between a point in line with the north-east boundary wall of No 213 and a point 1.5 metres north-east of the property boundary of No 223 and No.1 Pontes Avenue, and between the south-west boundary wall of Nos 1 to 6 Orchid Gardens and the north-eastern boundary wall of No.249 (in place of “No waiting Monday to Saturday 8am to 6.30pm”, and “No loading 8 to 9.30am and 4.30 to 6.30pm”); and

c) introduce “No waiting and No loading at any time” restrictions on the south-east side of Staines Road between the property boundary of Nos. 206 and 208 and a point 4 metres south-west of the property boundary of Nos.210 and 212, and between a point 9.5 metres north-east of the property boundary of No. 220-226 and No. 228 and a point 5.5 metres south-west of the property boundary of No.220-226 and No.228.

5. The general effect of the Loading Places Order would be to:

a) introduce goods vehicles loading bays (maximum 40 minutes, no return within 1 hour) on the south-east side of Staines Road, outside the Lamplighter and Moon Under Water public houses; and

b) introduce a goods vehicle loading bay (9am to 6pm maximum 40 minutes, no return within 1 hour) on the south-east side of Staines Road, outside Nos 228-230.

6. The general effect of the Parking Places Order would be to introduce “Pay by phone” parking places (Monday to Friday, 9.30am to 6.30pm, maximum stay 2 hours) on the south-east side of Staines Road, outside Nos 214-218, outside the Emmanuel Baptist Church and outside Nos 232-236.

7. The general effect of the Bus Lanes Order would be to introduce a Bus Lane operating at any time on the north-west side of Staines Road from a point 50 metres south-west of the south-western boundary wall of Nos 15 to 21 Staines Road to a point 25.50 metres south east of the north-western boundary of No 10 Staines Road.

8. Documents giving further information on the proposals and the proposed Orders can be viewed for a period of 21 days from the date of this Notice online at hounslow.gov.uk by typing in the term “traffic notices” in the search bar.

9. Any person wishing to object to the proposed Toucan crossing, road humps or Orders should send a statement in writing, stating the grounds of the objection, to the Assistant Director of Traffic, Transport & Parking, Hounslow Council, Hounslow House, 7 Bath Road, Hounslow, Middlesex TW3 3EB or by email to trafficorders@hounslow.gov.uk quoting the reference TMO/P051/22, to be received by no later than Friday, 9 December 2022.
