EXPERIMENTAL INTRODUCTION OF ELECTRIC SCOOTER (E-SCOOTER) PARKING PLACES

VARIOUS ROADS AS PART OF THE ELECTRIC SCOOTER HIRE TRIAL AND THE REDUCTION OF EXISTING ADJACENT ON STREET PARKING PLACES

(NOTE: This notice is about providing parking places for electric scooters which are for hire in the trial of electric scooters (e-scooters) being introduced as part of the trial by Transport for London, London Councils and participating London Boroughs. Objections may be made to the scheme being continued on a permanent basis – see paragraph 6.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth (‘the Council’), on 19th October 2022 made the Lambeth (Electric Scooter Trial Parking Places) (No. 2) Experimental Traffic Order 2022, the Lambeth (Camberwell) (Parking Places) (No. 1) Order 2022, the Lambeth (Clapham “C”) (Parking Places) (No. 1) Order 2022, the Lambeth (Brixton “B”) (Parking Places) (No. 1) Order 2022, the Lambeth (Kennington) (Parking Places) (No. 3) Order 2022, the Lambeth (Stockwell (Parking Places) (No. 1) Order 2022, the Lambeth (Vassall “V”) (Parking Places) (No. 1) Order 2022, the Lambeth (Waterloo) (Parking Places) (No. 3) Order 2022 and the Lambeth (Waiting and Loading Restriction) (No. 5) Order 2022, under sections 9 and 10 to the Road Traffic Regulation Act 1984. The Orders will come into force on 29th October 2022 and continue in force for up to 18 months.

2. The general effect of the Orders will be to:-

(a) provide new electric scooter (e-scooter) parking places that may be used at any time and without time limit by electric scooters that are part of the trial and provided for hire by companies authorised by and under such conditions as stipulated by Transport for London, in):- Albert Square, the south-west side, outside No. 1B Albert Square; Arlesford Road, the north-east side, outside No. 45; Atlantic Road, the north-east side, outside No. 59; Brayburne Avenue, the north-east side, adjacent to No. 70 Brayburne Avenue; Burton Road, the south side, adjacent to No. 253 Brixton Road; Crawshay Road, the north side, opposite No. 57 Cowley Road; Cormont Road, the north-east side, opposite No. 38 Knatchbull Road; Cornwall Road, the north-east side, outside Ethelm House; Dorset Road, the south-west side, opposite No. 45; Exton Street, the south-east side, adjacent to No. 77 Waterloo Road; Fentiman Road, the north-east side, opposite No. 177; Gauden Road, the north-east side, adjacent to No. 16a Clapham High Street; Hanover Gardens, the north-east side, opposite No. 2; Kennington Oval, the south side, opposite Nos. 26 to 33 Oval Mansions; Lansdowne Gardens, the north-west side, adjacent to No. 112 Lansdowne Way; Lansdowne Way, the south side, outside No. 1a; Larkhall Lane, the south-east side, outside Barling Court; Larkhall Rise, the north-west side, opposite No. 21; Loughborough Road, the south-west side, adjacent to Woolley House; Loughborough Road, the north-east side, outside Nos. 13 to 16 Horle Walk; Meadow Road, the north side, opposite No. 9; Millbrook Road, the south side, adjacent to No. 45 Barrington Road; Morat Street, the east side, adjacent to No. 18 Caldwell Street; Northlands Street, the north-east side, adjacent to No. 135b Coldharbour Lane; Patfield Road, the north-east side, adjacent to No. 199a Coldharbour Lane; Pope’s Road, the west side, outside the International House; Pratt Walk, the north-west side, opposite Nos. 4 and 5; Prima Road, the south side, adjacent to No. 2 Brixton Road; Southville, the north-east side, adjacent to No. 355 Lansdowne Gardens; Stockwell Park Road, the north-east side, opposite No. 42; The Cut, the south-east side, outside Nos. 83 to 101; Tradescant Road, the north side, outside Nos. 46/48; Tunstall Road, the south side, adjacent to No. 1 Bernay’s Grove; Vassall Road, the north-west side, outside No. 145; Vassal Road, the south-east side, opposite Mandela Street; Wilcox Road, the south side, outside No. 14; and

(b) remove a length of double yellow lines in Cornwall Road, Loughborough Road, Atlantic Road, Millbrook Road and Lansdowne Way, remove a length of shared use parking space in Brayburne Avenue, Pope’s Road, Dorset Road, Meadow Road, Morat Street, Albert Square, Arlesford Road, Lansdowne Gardens, Southville, Burton Road, Cormont Road, Vassall Road, The Cut, Wilcox Road and Pratt Walk, remove a length of single yellow line in Gauden Road, Hanover Gardens and Prima Road, remove a length of resident parking space in Kennington Oval, Patfield Road, Loughborough Road, Northlands Street, Tunstall Road, Fentiman Road, Larkhall Lane, Stockwell Park Road, Tradescant Road, Crawshay Road and Larkhall Rise, and remove a pay by phone parking space in Exton Street.

3. The Orders are necessary for the introduction and implementation of the experimental London Electric Scooter Trail being run by Transport for London, London Councils and participating London Boroughs to facilitate the riding of electric scooters and as a consequence understand whether and how these vehicles can be safely accommodated in London in the manner established by Government Regulations for the purposes of trials.

A copy of the Orders and other documents giving detailed particulars about them (including maps) are available for inspection online at: www.lambeth.gov.uk/traffic-management-orders and at the offices of Lambeth Council’s Parking and Enforcement Group (Resident’s Services), 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays). 6. Subject to the necessary legislation being in place, the Council will consider in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45 and 46 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the date on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Barbara Poulter, Highways and Enforcement Group (Environment and Growth), London Borough of Lambeth, PO Box 734, Winchester, SO23 5DG (emails sent to TMOReps@lambeth.gov.uk are acceptable). Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.

7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
