NOTICE IS HEREBY GIVEN that the Council of the London Borough of Haringey on 9th August 2022 made the above mentioned Orders under sections 9, 10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

THE GENERAL EFFECT OF THE EXPERIMENTAL ORDERS will be:-

1. To introduce Prohibition of Motor Vehicles except permit holders X2 as part of the Low Traffic Neighbourhood on the following roads:

i) Clarendon Road N15 at the shared boundary of No.14/16 Clarendon Road.

ii) Woodlands Park Road N15 at the southern property boundary of No.50 Woodlands Park Road.

iii) Avenue Road N15 at its junction with the northern kerb line of Newsam Avenue.

iv) Culvert Road at its junction with Grove Road.

2. To introduce a Prohibition of Motor Vehicles except local buses and permit holders X2 on Black Boy Lane N15 at a point 4 metres south west of the shared property boundary of No.71/73 Black Boy Lane to its junction with the southern kerb line of Clarence Road.

Those eligible to apply for a permit include the following:

(a) One motor vehicle nominated by a person who holds a valid disabled badge living within the St Anns LTN or on the immediate boundary of it;

(b) to any motor vehicles authorised by Haringey Council for the transport of a person with special education needs and disabilities (SEND) to facilitate home to school transport;

(c) to any motor vehicles authorised by Haringey Council services and commissioned services transporting people with a disability and Transport for London’s Dial-a-ride service;

(d) to any other motor vehicles required for urgent safety matters with the permission of the Council.

(e) to any motor vehicle with individual circumstance to drive through a designated filter and with the written permission of the Council, provided that any condition or requirements imposed are being complied with.

3. To make the following changes to moving restrictions as part of the Low Traffic Neighbourhood:

i) To introduce a one way except cycles on Etherley Road N15 from its junction with West Green Road to its junction with the northern kerb line of Conway Road. Motor Vehicles will be permitted to travel in a southerly direction.

ii) To introduce a no entry except cycles on Etherley Road N15 at its junction with the northern kerb line of Conway Road.

iii) To introduce a one way except cycles on Conway Road N15 from its junction with Etherley Road N15 to its junction with the eastern kerb line of Rowley Road. Motor Vehicles will be permitted to travel in a westerly direction.

iv) To introduce a no entry except cycles on Conway Road N15 its junction with the eastern kerb line of Rowley Road.

v) To introduce a one way except cycles on Cranleigh Road N15 from its junction with Black Boy Lane to the eastern kerb line of Terront Road. Motor Vehicles will be permitted to travel in a westerly direction.

vi) To introduce a no entry except cycles on Cranleigh Road N15 at its junction with eastern kerb line of Terront Road.

vii) To introduce a forced right turn except cycles on Terront Road N15 at its junction with Cranleigh Road. All vehicles except cycles travelling southbound on Terront Road must turn right in to Cranleigh Road.

viii) To introduce a Prohibition of Motor Vehicles on Etherley Road N15 from the southern kerb line of Cranleigh Road (western arm) diagonally to the northern kerb line of Cranleigh Road (eastern arm).

ix) To introduce a no entry except cycles on Gorleston Road N15 at its junction with the eastern kerb line of Cornwall Road.

x) To introduce a no entry except cycles on Cornwall Road N15 at its junction with the northern kerb line of Falmer Road.

xi) To introduce a Prohibition of Motor Vehicles on Cornwall Road N15 from the southern kerb line of Falmer Road diagonally to the northern kerb line of Gorleston Road.

xii) To introduce a no entry except cycles on Falmer Road N15 at its junction with Clarence Road.

xiii) To introduce a one way except cycles on Falmer Road N15 from its junction with Cornwall Road to its junction with Clarence Road. Motor Vehicles will be permitted to travel in a westerly direction.

xiv) To remove the banned left turn from Falmer Road N15 into Cornwall Road.

xv) To introduce a one way except cycles on Cornwall Road N15 from its junction with West Green Road to its junction with the northern kerb line of Falmer Road. Motor Vehicles will be permitted to travel in a southerly direction.

xvi) To introduce a one way except cycles on Cornwall Road N15 from the southern kerb line of Falmer Road to its junction with the northern kerb line of Alexandra Road. Motor Vehicles will be permitted to travel in a southerly direction.

xvii) To introduce a no entry except cycles on Cornwall Road N15 at its junction with the northern kerb line of Alexandra Road.

xviii) To remove the no entry on Cornwall Road N15 at its junction with St Anns Road.

xix) To remove the banned turns on St Anns Road N15 into Cornwall Road.

xx) To introduce a one way except cycles on Gorleston Road N15 from its junction with Newsam Avenue to its junction with the eastern kerb line of Cornwall Road. Motor Vehicles will be permitted to travel in a westerly direction.

xxi) To introduce a forced right turn except cycles on Ida Road N15 at its junction with Gorleston Road. All vehicles except cycles travelling southbound on Ida Road must turn right in to Gorleston Road.

xxii) To introduce a one way except cycles on Newsam Avenue N15 from the western kerb line of Avenue Road to its junction with Gorleston Road. Motor Vehicles will be permitted to travel in a westerly direction.

xxiii) To remove the one way restriction on Avenue Road N15 from the northern kerb line of Newsam Avenue to its junction with West Green.

xxiv) To remove the banned left turn and banned right turn on West Green Road N15 into Avenue Road.

xxv) To remove no entry on Avenue Road N15 at its junction with West Green Road.

xxvi) To introduce a one way except cycles on Park Road N15 from its junction with Green Lanes to its junction with Harringay Road. Motor Vehicles will be permitted to travel in an easterly direction.

xxvii) To introduce a forced right turn except cycles on Colina Mews N15 at its junction with Park Road. All vehicles except cycles travelling northbound on Colina Mews must turn right in to Park Road.

xxviii) To introduce a one way except cycles on Harringay Road N15 from its junction with Park Road to its junction with the northern kerb line of Colina Road. Motor Vehicles will be permitted to travel in southerly direction.

xxix) To introduce a no entry except cycles on Harringay Road N15 at its junction with the northern kerb line of Colina Road.

xxx) To introduce a banned left turn on Seven Sisters Road N15 into Suffield Road. Local buses and cyclists will be exempt.

4. To amend the following waiting, loading and parking restrictions as part of the Low Traffic Neighbourhood:

i) To replace resident bay with double yellow lines (No Waiting at Any Time) & double kerb blips (No Loading at Any Time) on Clarendon Road N15 from a point 2.5 metres west of the shared boundary of No.14/16 Clarendon Road north east to the shared property boundary of No.18/20.

ii) To replace resident bay with double yellow lines (No Waiting at Any Time) & double kerb blips (No Loading at Any Time) on Clarendon Road N15 from a point in line with the north western corner of No.2 Avondale Road north east for 7.3 metres.

iii) To introduce double kerb blips (No Loading at Any Time) on Clarendon Road N15 from a point in line with the north western corner of No.2 Avondale Road south west for 5 metres.

iv) To replace resident bay with double yellow lines (No Waiting at Any Time) & double kerb blips (No Loading at Any Time) on Woodlands Park Road N15 from a point 4 metres north east of the southern property boundary of No.50 Woodlands Park Road north east for 7.5 metres.

v) To introduce double kerb blips (No Loading at Any Time) on Woodlands Park Road N15 from a point 4 metres north east of the southern property boundary of No.50 Woodlands Park Road south west for 5 metres.

vi) To replace resident bay with double yellow lines (No Waiting at Any Time) & double kerb blips (No Loading at Any Time) on Woodlands Park Road N15 from the shared boundary of No.31/29 Woodlands Park Road north east for 4 metres.

vii) To introduce double kerb blips (No Loading at Any Time) on Woodlands Park Road N15 from the shared boundary of No.31/29 Woodlands Park Road south west to the northern kerb line of Conway Road.

viii) To introduce double kerb blips (No Loading at Any Time) on Black Boy Lane N15 outside No.85/83 for 12.6 metres.

ix) To introduce double kerb blips (No Loading at Any Time) on Black Boy Lane N15 from the southern kerb line of Clarence Road, south west for 10.6 metres.

x) To introduce double kerb blips (No Loading at Any Time) on Black Boy Lane N15 outside No.69/71 for 3.6 metres.

xi) To introduce double kerb blips (No Loading at Any Time) on Black Boy Lane N15 opposite its junction with Cranleigh Road for 7.2 metres.

xii) To remove double yellow lines (No Waiting at Any Time) on Black Boy Lane N15 outside No.89/87 for 9.8 metres.

xiii) To introduce double yellow lines (No Waiting at Any Time) & double kerb blips (No Loading at Any Time) on Avenue Road N15 outside No.74 for 5.9 metres. This will reduce the length of the Permit Bay at this location.

xiv) To introduce double yellow lines (No Waiting at Any Time) & double kerb blips (No Loading at Any Time) on Avenue Road N15 outside No.66 for 4.3 metres.

xv) To replace single yellow line with double yellow lines (No Waiting at Any Time) & double kerb blips (No Loading at Any Time) on Avenue Road N15 outside No.68/70 for 7 metres.

xvi) To introduce double kerb blips (No Loading at Any Time) on Culvert Road N15 adjacent to No.54/58 Grove Road for 8 metres.

xvii) To introduce double kerb blips (No Loading at Any Time) on Culvert Road N15 adjacent to access to Edgecot Grove for 3 metres.

DATE OF OPERATION: The Orders will come into operation on 22nd August 2022 and is due to last for a maximum of 18 months.

The Orders provide that in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the delegated authority of the London Borough of Haringey, or some person authorised in that behalf, may if it appears essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the Orders or any provision thereof.

The Council will be considering in due course whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under the relevant sections of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the above mentioned Orders came into force or, if the Orders are varied by other Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Management Group, River Park House, 1st floor, 225, High Road, Wood Green, N22 8HQ, or via the online portal https://consultation.appyway.com/haringey or by email to TMO@haringey.gov.uk quoting reference 2022-T32.

Copies of the Orders, of the Council’s statement of reasons for making the Orders, together with plans showing the location and effect of the Orders may be either: inspected by appointment at the Reception Desk, Alexandra House, 10 Station Road, Wood Green, London N22 7TR; or viewed online at https://www.haringey.gov.uk/parking-roads-and-travel/roads-and-streets/traffic-management-orders/list-traffic-management-orders-2022#Made or alternatively on https://consultation.appyway.com/haringey; from the date of this Notice until the end of a period of six weeks from the date on the Orders are made, or the Council decides not to make the Orders.

If any person wishes to question the validity of the Orders or of any of its provisions on the grounds they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
