PEDESTRIAN AND CYCLE ZONE IN DRAYCOTT AVENUE OUTSIDE MARLBOROUGH PRIMARY SCHOOL AT SCHOOL DROP-OFF AND PICK-UP TIMES

KENSINGTON AND CHELSEA (PRESCRIBED ROUTES) (NO. 9) TRAFFIC ORDER 2022

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea on 15th July 2022 made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to continue indefinitely the provisions of the Royal Borough of Kensington and Chelsea (Prescribed Routes) (No. 7) Experimental Traffic Order 2021 as varied by The Kensington and Chelsea (Prescribed Routes) (No. 7) (Variation No. 1) Experimental Traffic Order 2021, that is to provide a pedestrian and cycle zone cycle zone in in Draycott Avenue (outside Marlborough Primary School). Motor vehicles will be banned from entering Draycott Avenue (between the north-western kerb-line of Rosemoor Street and a point 5 metres south-east of the south-eastern kerb-line of Denyer Street) between 8.30am and 9.05am and between 3.15pm and 3.45pm on Mondays to Fridays inclusive;

[Note: (1) Foot scooters, e-scooters, emergency vehicles, Dial-a-ride buses and vehicles displaying a valid Blue Badge will be exempt from the closures. Residents and traders who live or work in the section of road referred to above will be able to register for an exemption. (2) The pedestrian and cycle zone will operate at the times stated above, although in practice it is anticipated that it will only operate during these hours in school term-time, when physical barriers are installed on street].

3. Copies of the Order, which will come into force on 21st July 2022 and of all other relevant documents may be obtained via email for inspection by contacting trafficorders@rbkc.gov.uk quoting reference: ‘School Streets - Marlborough Primary’ and can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made at The Customer Service Centre, Kensington Town Hall, Hornton Street, London W8 7NX.

4. Anyone wishing to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make an application for the purpose to the High Court.
