THE BRENT (GOODS VEHICLES) (FREE LOADING PLACES) (NO. *) ORDER 202*, THE BRENT (PARKING PLACES) (ZONE KG) (NO.*) ORDER 202*, THE BRENT (PARKING PLACES) (ZONE KR) (NO.*) ORDER 202*, THE BRENT (PROHIBITION OF STOPPING ON CAB RANKS) (NO. *) TRAFFIC ORDER 202*, THE BRENT (SPEED LIMITS) (NO. *) TRAFFIC ORDER 202*, THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985.

2. The general effect of the 'Goods Vehicles Free Loading Places' Order would be:

(a) introduce free loading places in certain lengths of Chamberlayne Road, Chevening Road and Station Terrace to operate at any time (Max. Stay of 40 mins, No Return within 2 hours);

(b) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may be used, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.

3. The general effect of the ‘Prohibition of Stopping on Cab Ranks’ Order would be to introduce a taxi rank to prohibit stopping or waiting at any time in Station Terrace.

4. The general effect of the ‘Parking Places’ Order would be to amend some existing parking places in Chamberlayne Road, Purves Road and Station Terrace to enable for the installation of the restrictions specified in paragraphs 2 and 3 to this Notice.

5. The general effect of the ‘Speed Limits’ Order would be to impose a maximum speed limit of 20 miles per hour in Chamberlayne Road, Kilburn Lane and Station Terrace.

6. The general effect of the 'Waiting and Loading Restriction' Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in certain length of streets specified in the Schedule to this Notice;

(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited at any time in certain length of streets specified in the Schedule to this Notice;

(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in certain length of streets specified in the Schedule to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in certain length of streets specified in the Schedule to this Notice;

(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in certain length of streets specified in the Schedule to this Notice would be revoked.

7. The prohibitions referred to in sub-paragraphs 6(a) and (b) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

8. A copy of the proposed Orders, of the relevant Orders of 1979 and 2019 (and of any Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

10. Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficOrder@brent.gov.uk, or in the post to the Head of Highways and Infrastructure, Highways and Infrastructure Service, 5th Floor North Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/12/276/NP, to arrive no later than 21 days from the date of publication of this notice.
