THE ISLINGTON (PRESCRIBED ROUTES) (NO. 9) EXPERIMENTAL TRAFFIC ORDER 2022

1. Notice is hereby given that the Council of the London Borough of Islington on 23rd February 2022 made the above-mentioned Orders under sections 9 and 10(2) of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be, by way of an experiment, to:

(a) extend the existing pedestrian and cycle zone around Hargrave Park Primary School, by adding Bredgar Road to the zone; and

(b) amend the operational times of the existing pedestrian and cycle zones around Hargrave Park Primary School, St Andrew’s C of E Primary School and Thornhill Primary School so they operate as described in more detail in the Schedule to this Notice.

All motor vehicles, except permit holders will be prohibited from entering each pedestrian and cycle zone during the hours specified in relation to that zone in the Schedule.

Permits allowing vehicles to enter each pedestrian and cycle zone will be available to residents and employees of businesses and organisations at premises located within or accessible only from that pedestrian and cycle zone, and to disabled person’s badge holders who have a bona fide reason to enter or leave a vehicle in that pedestrian and cycle zone, by application to the Council.

3. A copy of the Orders, which will come into force on 7th March 2022, and other documents giving more detailed particulars of the Orders, are available for inspection by the public until the Orders cease to have effect, during normal office hours at 222 Upper Street, London, N1 1XR. Copies of these documents may also be obtained either by emailing publicrealm@islington.gov.uk, by telephoning Public Realm on 020 7527 2000 or by sending a postal request to Public Realm, 1 Cottage Road, London N7 8TP. You can arrange inspection in person by emailing publicrealm@islington.gov.uk or calling 020 7527 2000.

4. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under section 6 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the day on which the experimental Orders come into force or, if any of the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to Public Realm, 1 Cottage Road, London N7 8TP. Any objection may be communicated to, or be seen by, other persons who may be affected.

5. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.

SCHEDULE

(1) Hargrave Park Primary School, operating between 8.45 a.m. and 9.30 a.m. and between 3.00 p.m. and 3.45 p.m. on Mondays to Fridays during school term-time: Bredgar Road, the whole length; and Hargrave Park, the whole length.

(2) St Andrew’s C of E Primary School, operating between 8.30 a.m. and 9.15 a.m. and between 3.15 p.m. and 4.00 p.m. on Mondays to Fridays during school term-time: Matilda Street, between its junction with Richmond Avenue and its junction with Copenhagen Street.

(3) Thornhill Primary School, operating between 8.30 a.m. and 9.15 a.m. and between 3.00 p.m. and 3.45 p.m. on Mondays to Fridays during school term-time: Brayfield Terrace, the whole length; Lofting Road, between its junction with Lambert Street and its junction with Thornhill Road; and Thornhill Road, between its junction with Lofting Road and its junction with Barnsbury Street.
