1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington (‘the Council’) on 22nd December 2021 made the above-mentioned Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to introduce a new experimental traffic management scheme. The effect of the new experimental scheme will be to:
(a) prohibit the passage of all motor vehicles in Danbury Street, between the south-western boundary wall of No.1 Danbury Street and a point 26.6 metres south-west of the boundary wall;
(b) prohibit the passage of all motor vehicles except ‘STP’ permit holders, at the following locations:
(i) in Colebrooke Row, at a point 17.9 metres north-east of the north eastern kerb-line of Vincent Terrace;
(ii) in St Peter’s Street, at a point 7.5 metres south-east of the south eastern kerb-line of Noel Road;
(iii) in Coleman Fields, at a point 1.7 metres south-east of the south-eastern kerb-line of Prebend Street.
(c) prohibit the passage of all motor vehicles, except local buses and ‘STP’ permit holders, in Prebend Street, at a point 1.5 metres north-east of the north-eastern wall of No. 70 Prebend Street;
‘STP’ permits allowing vehicles to pass the points listed in paragraphs (b) and (c) above will be available to disabled person’s badge holders who are residents of premises listed in the Schedule to this Notice, by application to the Council.
(d) ban all vehicles, except pedal cycles and authorised vehicles (‘STP’ permit holders), from turning right from Duncan Street into Colebrooke Row;
(e) ban all vehicles, except pedal cycles, from turning right from Graham Street into Danbury Street;
(f) ban all vehicles, except pedal cycles and authorised vehicles (‘STP’ permit holders), from turning right from Noel Road into St Peter’s Street;
(g) ban all vehicles, except pedal cycles and authorised vehicles (‘STP’ permit holders), from turning right from Baldwin Terrace into St Peter’s Street;
(h) ban all vehicles, except pedal cycles, from turning left from Vincent Terrace into Danbury Street;
(i) ban all vehicles, except pedal cycles and authorised vehicles (‘STP’ permit holders), proceeding in a south-westward direction in Prebend Street from turning left into Coleman Fields;
(j) ban all vehicles, except pedal cycles and authorised vehicles (‘STP’ permit holders), proceeding in a south-eastward direction in Coleman Fields from turning left into Prebend Street;
(k) remove the residents parking place on the south-east side of Prebend Street, outside Nos. 14 and 20;
(l) remove the shared use (Zone ‘E’ business permits and pay-by-phone) parking place on the south-west side of Basire Street, outside Nos. 7 to 11 Basire Street, and replace it with a loading bay to operate between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays and between. 8.30 a.m. and 1.30 p.m. on Saturdays;
(m) introduce at any time waiting restrictions:
(i) on the south east side of Prebend Street, outside Nos. 14 and 20 Prebend Street; and
(ii) on the north-east side of Coleman Fields, at the side of No. 72 Prebend Street.
(n) suspend the width restrictions at the locations in items 2(a) and 2(b)(i) and (ii) above and in Prebend Street, between a point 8.8 metres south-west of the south-western kerb-line of Rector Street and a point 23.3 metres south-west of that kerb-line.
3. The Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Director of Environment and Commercial Operations at the London Borough of Islington, or some person authorised by him, may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extends, modify or suspend any of the Orders or any provision thereof.
4. A copy of the proposed Orders, which will come into force on 3rd January 2022, and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours until the end of six weeks from the date on which the Orders were made at 222 Upper Street, London, N1 1XR. 5. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to Public Realm, 1 Cottage Road, London N7 8TP. Any objection may be communicated to, or be seen by, other persons who may be affected.
5. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.
