CITY OF WESTMINSTER AND LONDON BOROUGH OF CAMDEN
COVENT GARDEN NEIGHBOURHOOD TRAFFIC MANAGEMENT SCHEME
1. NOTICE IS HEREBY GIVEN that Westminster City Council, with the consent of the Council of the London Borough of Camden, on 22nd November 2021 made the following Orders under section 9 of the Road Traffic Regulation Act 1984, as amended:
• The Camden and City of Westminster (Prescribed Routes) (No. 1) Experimental Traffic Order 2021;
• The Camden (Covent Garden Kerbside Controls) Experimental Traffic Order 2021;
• The City of Westminster (Free Parking Places) (Disabled Persons) (No. 2) Experimental Order 2021;
• The City of Westminster (Loading Bays) (No. 2) Experimental Order 2021;
• The City of Westminster (Motorcycle Parking Places) (No. 1) Experimental Order 2021;
• The City of Westminster (Parking Places) (G Zone) (No. 2) Experimental Order 2021; and
• The City of Westminster (Waiting and Loading Restriction) (No. 3) Experimental Order 2021.
2. The general effect of the Orders will be, in connection with the introduction of a Neighbourhood Traffic Management Scheme in Covent Garden on an experimental basis, to make amendments to permitted vehicle movements, parking provisions, and waiting and loading restrictions in the streets and lengths of streets within the City of Westminster and the London Borough of Camden as set out in the Schedule to this Notice.
3. Notice is also given, in accordance with the provisions of section 23 of the Road Traffic Regulation Act 1984, that the Councils intend to extend the zig-zag “zebra” pedestrian crossing markings on the north-east side of Drury Lane, adjacent to No. 44 Great Queen Street, north-westward by 11.5 metres.
4. The Orders, which will come into force on 8th December 2021, and other documents giving more detailed particulars of the Orders are available for inspection until such time as the Orders cease to have effect, at: http://westminstertransportationservices.co.uk/coventgarden and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays inclusive (except bank / public holidays). 5. Further information on the Covent Garden Traffic Management Scheme may be obtained by visiting https://coventgarden.commonplace.is.
6. The Orders shall provide that, subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984, Westminster City Council’s Head of Parking for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential:
(a) in the interest of the expeditious, convenient and safe movement of traffic;
(b) in the interest of providing suitable and adequate parking facilities on the highway; or
(c) for preserving or improving the amenities of the area through which any road affected by the Orders run,
modify or suspend the Orders or the provisions contained therein.
7. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
8. Westminster City Council, with the consent of the Council of the London Borough of Camden, will consider in due course whether the provisions of the Experimental Orders should be continued in force indefinitely by means of Orders made under sections 6, 22C, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of the Orders for the purpose of such indefinite continuation within a period of six months, beginning from the date on which the Experimental Orders came into force or, if those Experimental Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Please note that objections and other representations about the proposals will be shared between Westminster City Council and the Council of the London Borough of Camden as part of the consultation review process.
