PUBLIC NOTICE FOR PROPOSED PARKING CHANGES
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on 7th October 2021 made the following orders under the Road Traffic Regulation Act 1984, as amended.

2. The effect of these orders is as follows:
PTO 2070:
Various Waiting and Loading changes:
Convert existing single yellow lines to double yellow lines on:
a) West ferry Road – whole west side outside Sir John McDougal Gardens to Arnhem Place
b) Dock street – both sides between Royal Mint Street and East Smithfield
c) Christian Street- West side, convert 16m of single yellow line outside no.15
d) Pinchin Street – north side, both sides of the junction with Forbes Street.
e) Forbes Street at its junction with Pinchin Street – (i) West side for 35m (ii) East side for 8.5m
f) Whitehorse Road - both sides, south of Dakin Place
g) Chrisp Street – (i) Northeast side outside no.178 (ii) Southwest side opposite no.170 to 172 (outside the school house) for stretches of single yellow line of 10m and 9m respectively.
h) Colebert Avenue Both sides, between Pemmel Close and Globe Road.
i) Corfield Street – west kerb side, by the flank wall of no.122
j) Mellish Street – north side, outside main & car park entrances to John Tucker House
Convert existing double yellow lines to single yellow lines on the junction of Knapp road (south side) and Rounton Road (east kerb)
Introduce no loading at any time on Pedley Street for approx. 110m on the south side between the east kerb of Weaver Street and the west flank wall of no.22 Fakruddin Street.
Introduction or changes to Parking Bays
1) Colebert Avenue – North side (outside Rickman House) Change 10m of Single Yellow lines to a Payment only parking bay.
2) Bethnal Green Road - South side (outside no.294) Extend the existing motorcycle bay eastwards by 2m by removing double yellow line.
3) The following parking bays to change from Mini zone C2 to Mini zone C1 and C2: (i) Virginia Street – Permit holder bay (ii) Breezer’s Hill – Resident permit holder bay and (iii)Artichoke Hill – Resident permit holder bay
4) Wilmot Street – East side only, to revoke the resident parking bays (between Ainsley Street and Finnis Street) and replace with double yellow lines.
5) Corfield Street: East Side (outside no.279 to 309) extend the existing permit holder parking bay southwards by removing single yellow line.
6) Varden Street: South Side (outside flank wall of no.16 Turner Street), shift the whole resident parking bay by 1.5 m westwards for off-street access.
7) Chrisp Steet: remove 1.5m from each parking bay at its north westerly end and replace it with double yellow lines: (i) Shared use bay (Pay by Phone and Permit holder) outside no. 165 Ascot House, (ii) Permit holder bay (opposite no.170 to 172).
8) St. Katharine’s way: Convert the use of the following parking bays; (i) South side- the first two Payment parking only bays east of no.84 into resident permit holder only. (ii) North side - opposite Nos.1-22 Millers Wharf House, resident permit holder into a Payment only parking bay.
9) Wapping High Street: North side (west of Redmead Lane) extend the existing Shared use (Permit and Payment parking) bay, by 6m in an easterly direction by removing single yellow line.
10) Clare Street (East kerb – back of Cambridge Heath Station): by removing double yellow lines to introduce – (i) a business permit holder parking bay of 15m, (ii) a single business permit holder parking bay 5m and (iii) a Goods Loading bay for 8m to operate Mon-Sat 8.30am to 5.30pm 40 mins maximum stay and no return within 1 hour.
11) Green Bank- North side (outside Jackman House) convert the existing Business permit holder parking bay into a Resident permit holder bay.
12) Hackney road (outside no.260-266) – To revoke the Payment only parking bay and replace with double yellow lines.
13) Old Bethnal Green Road- North side outside Priam House- convert the motorcycle bay into a shared use (Permit holder and Payment parking) bay
14) Clare Street – (West side outside Priam House), to extend and the existing Permit holder parking bay northwards by 2m and to convert 8m of it into a motorcycle parking bay.
15) Aston Street – (West side opposite No.58) Convert 6m of existing single yellow line to a General Disabled Bay (3 hours maximum stay no return within one hour).
Convert existing Doctor Parking Bays to Permit Holder bays at; Devonport Street – East side between Barnardo St and Cable St (4 bays) Devons Road – West side outside Birchdown House (2 bays) Reeves Road – North side opposite No.1 (1 bay) Tibbatts Road – North side opposite No.16 (2 bays)
Convert existing Doctor Parking Bays at; Gill Street – East side outside Nos.15-17 to Multi Use bays (2 bays) Merceron Street – North side outside Harvey House to Resident Permit bays (3 bays) Merchant Street – East side outside Nos.1-5 to Resident Permit bays (2 bays)
Convert existing Personalised Disabled Bays (PDB’s
) i) Pier Street: (outside Triangle Apartments) Convert PDB No.654 to a Permit Holders space.
ii) Norman Grove: (outside No.25) Convert PDB No.459 to a Resident Permit bay.
iii) Sewardstone Road: (outside No.64) Convert PDB No.337 to a Resident Permit bay
iv) Pigott Street: (outside Pigott Street) Convert PDB No.535 to a Permit Holders bay.
v) Dod Street: (outside Gurden House) Convert PDB No.647 to a Residents Permit bay.
vi) Shandy Street: (outside no.68) Convert PDB No.657 to a Resident Permit bay
vii) Cable Street: (outside Noble Court) Convert PDB No.411 to a Resident Permit bay.
PTO 2071:
Poplar High Street (opposite Harrow Lane) –
(a) to convert part of the Shared use (Permit and Payment parking) bay: (i) At its eastern end, 15.5m into a general Loading bay to operate during D1 mini zone hours with 20 mins max stay and no return within 40 minutes, (ii) 2.5m into double yellow lines for a dropped kerb access point.
(b) To convert approx. 30m of single yellow lines to double yellow lines on both sides of the road outside Holmsdale House.
3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2 above.
4. Copies of the Orders, which will come into force on 08th October 2021 and of all other relevant documents can be obtained by emailing parking.TMO@towerhamlets.gov.uk or in writing to Parking & Mobility Services Offices, 585-593 Commercial Road, London E1 0HJ until the end of six weeks from the date on which the Orders were made.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulations Act 1984, or that at any relevant requirements thereof or any regulations made there under has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
