THE LONDON BOROUGH OF BARKING AND DAGENHAM (OFF-STREET PARKING PLACES) (AREA I CONTROLLED PARKING ZONE HW2) (AMENDMENT NO. 24) ORDER 2021
Notice is hereby given that the Council of the London Borough of Barking and Dagenham in exercise of its powers under sections 6, 32, 33, 35, 45, 46, 49 and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended (hereinafter called “the Act”) and all other enabling legislation and powers and after consultation with the Commissioner of Police of the Metropolis in accordance with Part IV of Schedule 9 of the Act made the above Orders, the effect of which will be to;
1. To amend the London Borough of Barking and Dagenham (Charged-For Parking Places) Consolidation Order 2016 (the Principle Order) to introduce a new Controlled Parking Zone – Zone HW2 to include the streets and parts of Streets as set out in Schedule 1 to this Notice.
2. Residents of Richard Moore Court listed in Schedule 1 to this Notice who are HW3 Resident Permit Holders will only be able to apply for HW2 Visitor Permits as listed in the Notes to Schedule 1.
3. To amend the London Borough of Barking and Dagenham (Charged-For Parking Places) Consolidation Order 2016 (the Principle Order) to revoke the streets and parts of streets as set out in Schedule 2 to this Notice from the Heathway Controlled Parking Zone HW.
4. To implement permit parking and pay by phone bays with some locations being shared use permit parking / pay by phone bays in the new area of Controlled Parking Zone HW2, which will be operated and charged for under the provisions of the Principle Order, the current charges applicable being those set out in these Orders.
5. To introduce the following restrictions within the Controlled Parking Zone HW2, which will be operated under the provisions of the Principle Order;
a. Resident Permit Holders Only (Zone HW2) bays operating Mon-Sat 8.30am-5.30pm
b. Pay by Phone (TC2) Mon-Sat 8.30am-5.30pm Max Stay 4 hours no return within 2 hours bays
c. Shared use Pay by Phone (TC2) Mon-Sat 8.30am-5.30pm Max Stay 4 hours no return within 2 hours and Permit Holders Only (Zone HW2) Mon-Sat 8.30am-5.30pm bays
d. Disabled blue badge holders only bays
e. Loading only Mon-Sat 8.30am-5.30pm Max stay 1 hour no return within 4 hours bays
f. No Waiting Mon-Sat 8.30am-5.30pm
g. No waiting at any time restrictions
6. Off-Street Parking areas will be designated in the following 3 areas where “Resident Permit Holders Only Zone HW2 Mon-Sat 8.30am-5.30pm” bays will be introduced; Bartletts House Area Car Park, Richardson Gardens Area Car Park, Thaxted House Car Park. Within these car park areas, where parking is not permitted it will be marked on-street with double yellow lines or yellow hatching and these areas must be kept clear at all times.
7. Off-Street Parking areas will be designated in the following 3 areas where “Resident Permit Holders Only Zone HW2 Mon-Sat 8.30am-5.30pm” bays and “No Waiting Mon-Sat 8.30am-5.30pm” restrictions will be introduced; Crown Street West Area Car Park, Ibscott Close Area Car Park, John Parker Close Area Car Park. Within these car park areas, where parking is not permitted it will be marked on-street with double yellow lines or yellow hatching and these areas must be kept clear at all times.
8. Off-Street Parking areas will be designated in the following 2 areas where “Resident Permit Holders Only Zone HW2 Mon-Sat 8.30am-5.30pm” bays, “ Disabled Badge Holders Only” bays and “No Waiting Mon-Sat 8.30am-5.30pm” restrictions will be introduced; Salisbury Road Area Car Park, Church Lane Area Car Park.
9. An Off-Street Parking area will be designated in Charlotte Road Area Car Park where “Pay By Phone Bay (TC2) Mon-Sat 8.30am-5.30pm Max Stay 4 hours No Return Within 2 hours / Permit Holders Only Zone HW2 Mon-Sat 8.30am-5.30pm” bays and “No Waiting Mon-Sat 8.30am-5.30pm” restrictions will be introduced.
A copy of the Orders, which will come into force on 13 December 2021, and the Council’s Statement of Reasons for making the Orders are available to view for a period of 6 weeks from the date on which this notice is published on the Councils website by visiting the following web page https://www.lbbd.gov.uk/where-you-can-park and selecting ‘New and proposed traffic and parking schemes’.
Any person wishing to question the validity of the Orders or of any of its provisions on the grounds that they are not within the powers of the Act, or that any requirement of the Act or any Regulations under it have not been complied with may do so within six weeks of the made date of the Orders by applying to the High Court.
