1. Notice is hereby given that the Council of the London Borough of Haringey on 13th September 2021 has made the above mentioned Orders under sections 9, 10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders, would be to on an experimental basis provide that on an (NFL) Event Day (being a day on which a ‘Major Event’, that is, an Event with an expected attendance of 10,000 persons or more, is to take place at Tottenham Hotspur Stadium and in this instance being an Event involving a National Football League ‘NFL’ game being played at that stadium), the following provisions will apply: -

(a) between 10 hours prior to kick off on an (NFL) Event Day to 90 mins after the final whistle (or as directed by the Event Day Commander - being the Senior Police Officer co ordinating Police and Traffic Management activities in respect of that Event) to: -

i. introduce a no entry as indicated by signs on site:

BROMLEY ROAD, N17 at its junction with High Road and a point 30 metres south east of its junction with High Road.

CEDAR ROAD N17 at its junction with High Road and a point 30 metres west of its junction with High Road.

CHURCH ROAD N17 at its junctions with Brereton Road and its junction with High Road, Tottenham.

GASCOIGNE CLOSE N17

HIGH ROAD, TOTTENHAM N17 at its junctions with Lansdowne Road and its junction with White Hart Lane.

HIGH ROAD, TOTTENHAM N17 at its junctions with White Hart Lane and its junction with Northumberland Park.

From time-to-time access will be permitted for pedal cycles, permit holders’ vehicles and vehicles requiring access to premises when directed as safe to do so by the Event Day Commander. At these specific times the no entry restrictions will cease and a prohibition of motor vehicles restriction will commence.

From time-to-time access will be permitted for buses to access the High Road when directed as safe to do so by the Event Day Commander.

ii. introduce a no entry except pedal cycles as indicated by signs on site:

iv. prohibit all vehicles proceeding in the streets listed in column (1) below from turning left into the streets listed in column (2) below

v. suspend:- (A) the existing ‘no entry’ and ‘emergency access only’ restriction in CHURCH ROAD N17 located immediately below the railway viaduct, east of its junction with King Street; (B) the existing ‘no entry’ and ‘emergency access only’ restriction in PARK LANE N17 at the common boundary of Nos. 86 and 88 Park Lane; (C) the ‘fire gate’ closure in JAMES PLACE N17 located north of its junction with Kings Road; (D) the ‘fire gate’ closure in LOVE LANE N17 located north of its junction with Whitehall Street; and (E) the ‘fire gate’ closure in TENTERDEN ROAD N17 located at its junction with Whitehall Street.

When the Order is in force, the provisions of the following orders will be suspended:

(a) The Haringey (Tottenham Event Days) (Prescribed Route) Traffic Order 1997; and

(b) Articles 3(a), 3(b), 3(c), 3(d), 3(e), 3(f) and 3(k) of The Haringey (Prescribed Routes) (Spurs Match Day) (No. 1) Traffic Order 2010,

(c) Article 3(b) of The Haringey (Prescribed Routes) (No.1) Traffic Order 1978

(d) The Haringey (Prescribed Routes) (No.1) Traffic Order 1981

(e) The Haringey (Cycle Tracks) (No. 1) Order 2019

Police and emergency services vehicles will be exempt from the above restrictions.

For the purposes of the restrictions referred to in paragraphs 2(a)(ii) and (iii) preceding, ‘permit holders’ vehicle’ will include a vehicle either: displaying a valid Tottenham Controlled Parking Zone ‘TN’ residents’ permit or business permit, or a valid Tottenham Event Day Controlled Parking Zone ‘TED’ residents’ permit or business permit, or a valid Essential Service User’s permit, or a valid Special Parking Permit, or a valid Car Club permit, issued in respect of that vehicle; or a valid Homes for Haringey parking permit, issued in respect of that vehicle and in respect of a housing estate car park located in or only accessible from a street referred to above; or a valid Tottenham Hotspur Football Club car park permit; or any other permit as may be authorised by the Event Day Commander; or a vehicle the driver or passenger of which can produce proof of address (e.g. a driver’s license or a recent Council Tax bill, utility bill or bank statement) indicating that said driver or passenger is a resident of a street referred to above. Or any valid Controlled Parking Zone parking permit issued by the council that may be introduced in the future that is respective to the Tottenham Hotspur Stadium Traffic Management Zone.

FURTHER NOTICE IS HEREBY GIVEN that the Council have approved the suspension of an existing cycle track between 10 hours prior to kick off on an (NFL) Event Day to 90 mins after the final whistle (or as directed by the Event Day Commander), in CHESTNUT ROAD Whilst this suspension remains in effect (as will be indicated by traffic signs), this length of footway will be a route for the use of pedestrians only.

(b) To suspend the restrictions detailed in column 2 below on the lengths of roads detailed in column 1 and introduce the restrictions detailed in column 3 between the hours specified in column 4 on an (NFL) Event Day.

[Note: The provisions will apply at different times depending on the timing of the NFL game, these will be referred to in this Notice as ‘game time A’ kick predicted at 6pm and ‘game time B’ kick off predicted at 2.30pm. These could change in the future and will be in operation between 10 hours prior to kick off of an (NFL) Event Day to 90 mins after the final whistle or as signed on site].

3. DATE OF OPERATION: The Orders will come into operation on 26th September 2021 and is due to last for a maximum of 18 months.

4. The Orders provide that in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the delegated authority of the London Borough of Haringey, or some person authorised in that behalf, may if it appears essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the Orders or any provision thereof.

5. The Council will be considering in due course whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under the relevant sections of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the above mentioned Orders came into force or, if the Orders are varied by other Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Management Group, River Park House, 1st floor, 225, High Road, Wood Green, N22 8HQ or by email to traffic.orders@haringey.gov.uk.

6. Copies of the Orders, of the Council’s statement of reasons for making the Orders, together with plans showing the location and effect of the Orders may be either: inspected by appointment at the Reception Desk, Alexandra House, 10 Station Road, Wood Green, London N22 7TR; or viewed online at www.haringey.gov.uk/traffic_orders; from the date of this Notice until the end of a period of six weeks from the date on the Orders are made, or the Council decides not to make the Orders.

7. If any person wishes to question the validity of the Orders or of any of its provisions on the grounds they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
