CARSHALTON SOUTH AND CLOCKHOUSE WARD

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton made the following Orders on 12 April 2021 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 19841, as amended -

(a) The Sutton (Charged-For Parking Places) (Amendment No. 52) Order 2021; and

(b) The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 52) Order 2021.

2. The general effect of the Orders would be to introduce or amend:-

(a) lengths of ‘at any time’ double yellow line and kerb markings no waiting and no loading / unloading restrictions in:-

● Metcalfe Avenue adjacent to No. 12

● Stanley Park Road and at its junction with Stanley Road, adjacent to No. 132, outside Nos. 132 to 140

(b) to introduce new lengths of ‘at any time’ waiting restrictions (‘double-yellow lines’) in certain lengths at the following locations:-

● Anglesey Gardens at its junctions with Northwood Road and Woodfield Avenue

● Balfour Road at its junction with Gaynesford Road

● Banstead Road, Carshalton outside No. 44, at its junctions with Farmdale Road and Staplehurst Road

● Beeches Avenue outside No. 42b to 44

● Beechwood Avenue at its junctions with Redford Avenue and Whitethorn Avenue

● Burns Close in its turning head outside Nos. 11 to 17 and at its junction with Kenny Drive

● Central Way at its junctions with Farmdale Road and Staplehurst Road

● Courtney Crescent outside Nos. 29 to 35, 45 to 51, 72 to 74, 76 to 78, and on the corners of the green area opposite Nos. 36 and 38 and 112 and 114

● Crichton Road and at its junction with Sussex Road, outside No. 4 and on its south side

● Damson Way opposite Nos. 1 to 11, 14 to 24 and at its junction with Metcalfe Avenue

● Diamond Jubilee Way on its east and south sides

● Dingwall Road at its junctions with Courtney Crescent and Stanley Square

● East Drive at its junctions with Princes Avenue and South Rise

● Fir Tree Grove in certain lengths on its eastern side, outside Nos. 7 to 9 and around the island site and at its junction with Oaks Way

● Fountain Drive outside Nos. 11 and 12, on its south side and at its junctions with Damson Way and Kenny Drive, Lawson Walk and Roman Way

● Gaynesford Road outside No. 16 and at its junction with Oaks Way

● Grove Lane in its north-western extremity and at its junction with The Mount

● June Close from its junction with Longlands Avenue to Nos. 2 and 18

● Kenny Drive outside nos. 10, 44 to 48, adjacent to No. 17 in all of its turning heads and outside the Day Nursery

● Kings Avenue outside Nos. 3 to 5, 24 and 26 and at its junction with and opposite Barrow Avenue

● Lawson Walk in certain lengths outside Nos. 2 to 7, 8 and 11, 13, and in the turning heads

● Lloyd Avenue at its junction with Pembury Close

● Longlands Avenue outside Nos.15 and 17, 33 and 35, east and west sides of the island site and at its junctions with Downland Close, The Mount, June Close and Lloyd Avenue,

● Lynwood Avenue, the access adjacent to Nos. 1 to 4, outside Nos. 41 to 44 and on the south-east side of the island site and at its junction with Grove Lane

● Northwood Road and at its junction with Anglesey Court Road

● Oaks Way across the entrance to Whittlebury Close, and outside Nos. 27 and 29 and 28

● Pine Ridge at its junction with Briar Lane, Cranfield Road East and Brambledown Road,

● Radcliffe Gardens opposite Nos. 1 to 24

● Richland Avenue at its junction with Corrigan Avenue

● Roman Way outside Nos. 6, 7, 13 and 23

● Sandown Drive on its south side

● South Rise between its junction with Woodmansterne Road and No. 31 and at its junction with The Close

● Stanley Park Road outside No. 76, 125, 128 to Stanley Court and 220

● Stanley Road, at its entrance to New Colebrooke Court, in the turning head, in certain lengths of the access road leading to Nos. 99 and 101, and at its junctions with Alexandra Gardens, Cranfield Road East, Cranfield Road West, Sandown Drive and Southdown Road

● Stanley Square outside Nos. 5 and 7, 8 and 10, 28 and 30, 61 and 63, adjacent to No. 67 and the northern corners of the green area

● Staplehurst Road between Banstead Road and Harbury Road

● Sussex Road in its turning head

● The Mount at the entrance to Nos. 13 to 23, around the island site opposite Hillcrest Parade and at its junctions with Fryston Avenue, Lloyd Avenue, Redford Avenue, Richland Avenue, Whitethorn Avenue

● Warnham Court Road around the island sites and across the access road to the rear of No. 53

● Wellfield Gardens outside Nos. 27 and 28

● West Way outside Nos. 21 and 23

● Windborough Road adjacent to No. 83 Stanley Park Road and at its junction with Brambledown Road

● Woodfield Avenue on its west side and partially on its south side, and at its junction with Northwood Road

● Woodmansterne Road outside Nos. 65 to 77, 40 and at its junctions with Fullerton Road, South Rise, Beeches Walk, Wellfield Gardens, The Warren and Metcalfe Avenue

● Woodmansterne Lane outside No. 4 and Woodcote Garden Centre and at its junction with and extending from each arm of Carshalton Road, Croydon Lane and Woodmansterne Road.

(c) “no waiting operating Monday to Friday between 1pm and 2pm” single yellow line along various lengths of Beeches Avenue;

(d) “no waiting operating Tuesday and Thursday between 11am and 1pm” single yellow line along various lengths of the north-west side of Banstead Road between Nos. 86 and 110, 112 and 132, 134 to adjacent to No. 51 Crossways;

(e) “no waiting operating Monday, Wednesday and Friday between 11am and 1pm” single yellow line along various lengths of the south-east side of Banstead Road between Nos. 115 and 141, 145 and157, 163a and 199;

(f) “no waiting operating Monday to Friday between 8am and 10am and 2pm and 4pm” single yellow line along various lengths of the north side of Dingwall Road;

(g) “no waiting operating Monday to Saturday between 8am and midnight” in Woodmansterne Lane opposite Woodcote Garden Centre;

(h) limited time parking bays to limited waiting operating “Monday to Saturday between 8am and 6.30pm” maximum stay 30 minutes no return within 2 hours in Stanley Park Road outside No. 132;

(i) limited time parking bay to limited waiting operating “Monday to Saturday between 8.30am and 6.30pm” maximum stay 1 hour no return within 2 hours in Banstead Road, Carshalton between the railway bridge and No. 70; and

(j) to amend where necessary the map-based tiles to the schedule attached to The Sutton (Charged for Parking Places) Order 2017 and to The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2017 to match conditions as they exist on site.

3. Copies of the Orders, which will come into force on 21 June 2021 and of the Orders that will be revoked or amended by these Orders, the Council’s Statement of Reasons for making the Orders may be inspected at the Council’s Civic Offices, St Nicholas Way, Sutton, Surrey, SM1 1EA between 9am and 5pm on Monday to Friday.

4. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
