THE CHESTER TO BANGOR TRUNK ROAD (A55) (JUNCTIONS 16 AND 16A IMPROVEMENT REALIGNMENT AND SLIP ROADS) (SIDE ROADS) ORDER 202-
NOTICE IS HEREBY GIVEN that the Welsh Ministers propose to make the following Orders—
1. An Order under section 10 of the Highways Act 1980 providing that:
(1) a length of the trunk road, commencing at a point 291 metres south west of the centre point of the new roundabout (marked A on Site Plan A of the deposited plan), and extending north eastwards for a distance of 572 metres, to a point 293 metres north east of the centre point of the existing Junction 16 (Puffin Roundabout) (marked B on Site Plan A of the deposited plan);
(2) a length of the trunk road commencing at a point 170 metres south west of the centre point of the new roundabout (marked C on Site Plan A of the deposited plan), and extending south westwards for a distance of 150 metres to its junction with the westbound carriageway of the trunk road at a point 277 metres south westwards of the centre point of the existing Junction 16 (Puffin Roundabout) (marked D on Site Plan A of the deposited plan);
(3) a length of the trunk road, commencing on the westbound carriageway at a point 308 metres north east of the centre point of the new roundabout (marked E on Site Plan A of the deposited plan), and extending south westwards for a distance of 176 metres, to its junction with the new roundabout (marked F on Site Plan A of the deposited plan);
(4) a length of the trunk road, commencing at a point 445 metres south west of the centre point of the existing junction with the Glan-Yr-Afon Road (marked A on Site Plan B of the deposited plan), and extending north eastwards for a distance of 798 metres, to a point 351 metres north east of the centre point of the existing junction with the Glan-Yr-Afon Road (marked B on Site Plan B of the deposited plan);
(5) a length of the trunk road, commencing on the eastbound carriageway, at a point 107 metres south west of the access road to the Welsh Water Limited Sewage Treatment Works (marked C on Site Plan B of the deposited plan), and extending north eastwards for a distance of 198 metres, to its junction with grade separated overbridge link road described at (6) below (marked D on Site Plan B of the deposited plan);
(6) a length of the trunk road, commencing on the grade separated overbridge link road described at (6) below (marked E on Site Plan B of the deposited plan), and extending north eastwards for a distance of 417 metres to its connection with the eastbound carriageway of the trunk road (marked F on Site Plan B of the deposited plan);
(7) a length of the trunk road, commencing on the westbound carriageway 228 metres north east of the centre point of the existing junction with the Glan-Yr-Afon Road (marked G on Site Plan B of the deposited plan), and extending south westwards for a distance of 293 metres to its junction with the grade separated overbridge link road described at (6) below (marked H on Site Plan B of the deposited plan);
(8) a length of the trunk road, commencing on the grade separated overbridge link road described at (6) below (marked I on Site Plan B of the deposited plan), and extending south westwards for a distance of 345 metres to its connection with the westbound carriageway of the trunk road (marked J on Site Plan B of the deposited plan); and
(9) a length of the trunk road grade separated overbridge link road, commencing at the north western side of the trunk road overbridge structure (marked L on Site Plan B of the deposited plan), and extending south eastwards for a distance of 60 metres to its junction on the south eastern side of the trunk road overbridge structure with the new link road that will run along the south side of the trunk road between Junctions 16 and 16A (marked K on Site Plan B of the deposited plan).
all in the Community of the Town of Penmaenmawr in the County Borough of Conwy shall become a trunk road as from the date when the Order comes into force.
2. An Order under sections 12, 14, 125 and 268 of the Highways Act 1980 which will:
(1) authorise the Welsh Ministers -
a. to carry out the improvement of highways;
b. to stop up highways or areas of highways;
c. to construct new highways;
d. to stop up private means of access to premises, and
e. to provide new means of access to premises,
all on, or in the vicinity of the route of the new trunk road aforesaid; and
(2) to provide for the transfer of each new highway to Conwy County Borough Council as highway authority specified for it in the Order as from the date the Welsh Minsters notify Conwy County Borough Council that they have been completed and are open for through traffic.

ANY PERSON may not later than 7 May 2021 object to the making of the Orders by notice to the Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ quoting reference qA1420023 and stating the grounds of objection. Please note: Should you wish to object, support or make representations, your correspondence will be considered by the project team and we may need to consult with people and organisations outside of the Welsh Government. As part of this process we may pass information to them, including information you have given us and your personal data. We will however, only disclose your personal details where it is necessary to do so to enable us to deal with the issues raised. Where a trunk road scheme becomes the subject of a Public Inquiry (PI), all correspondence is copied to the Inspector of the Inquiry and is kept in the PI Library and is publicly available. If you do not wish for certain personal data to be forwarded to third parties, you should state why when submitting your correspondence and the Welsh Ministers will copy the representations to the appropriate third parties with the name and address removed and if there is to be a local PI, the representations will be seen by the Inspector who may give them less weight as a result.
