WEST EALING LOW TRAFFIC NEIGHBOURHOOD

THE EALING (WEST EALING SOUTH LTN21) (NO. 1) EXPERIMENTAL TRAFFIC ORDER 2021

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Ealing, on the 9th February 2021 made the above-mentioned Order under section 9 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to close, except for police, fire brigade and ambulance vehicles and pedal cycles, to vehicular traffic

(a) Leighton Road diagonally at its junction with Seaford Road;

(b) Haslemere Avenue at its junction with Midhurst Road;

(c) Burns Road at its junction with Leighton Road;

(d) Montague Avenue at the width restriction location

(e) Oaklands Road diagonally at its junctions with Grosvenor Road and Seward Road

(f) Leighton Road diagonally at its junctions with Coldershaw Road and Midhurst Road

(g) Midhurst Road diagonally at its junctions with Hessel Road and Newland Gardens

(h) Midhurst Road diagonally at its junctions with Salisbury Road and Erlesmere Gardens

(i) Midhurst Road diagonally at its junctions with Mayfield Avenue and Woodstock Avenue

(j) Northcroft Road diagonally at its junctions with Mayfield Avenue

(k) Haslemere Avenue diagonally at its junctions with Clitherow Avenue The order will also

(l) suspend permit holder or shared use parking situated in lengths of Burns Road and Haslemere Avenue and replace them with waiting restrictions applying at any time in those lengths of roads;

(m) suspend a length of shared use parking in Leighton Road to install a parklet.

3. The closures would not apply to vehicles registered by disabled badge holders living in the streets within the LTN21 area specified in the Schedule to this Notice who have applied for and been issued with a DIS21 permission from the closures, vehicles issued with a temporary permission which are being used for COVID Response duties within the London Borough of Ealing or Council authorised vehicles carrying mobility impaired persons.

4. The Order, which will come into force on the 17th February 2021, and other documents giving more detailed particulars of the Order are available by e-mail from trafficnotices@ealing.gov.uk or by inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until such time as the Order ceases to have effect.

6. The Order provides that, subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council’s Head of Highways for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential:-

(a) in the interest of the expeditious, convenient and safe movement of traffic;

(b) in the interest of providing suitable and adequate parking facilities on the highway; or

(c) for preserving or improving the amenities of the area through which any road affected by the Order runs,

modify or suspend the Order or provisions contained therein.

7. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to the Order may make application for the purpose to the High Court by the 23rd March 2021.

8. If the provisions of the Order continue in force for a period of not less than 6 months, the Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of an Order made under section 6 of the Road Traffic Regulation Act 1984.

9. Anyone who wishes to object to the making of an Order under the said section of the said Act of 1984 for the purpose of such indefnite continuation in force may, between 17th February 2021 and 16th August 2021, send a statement in writing of their objection and grounds thereof including the address of the sender to trafficnotices@ealing.gov.uk or by post to the Highways Service, Perceval House, 14-16 Uxbridge Road W5 2HL, quoting reference ORD 4248A/djc.
