1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington (‘the Council’) on 28th January 2021 made the above-mentioned Orders under sections 6, 45, 49 and 124 of and Part IV of Schedule 9 to of the Road Traffic Regulation Act 1984, as amended.
2. The Council will provide a combination of mandatory and advisory with-flow cycle lanes on both sides of the carriageway (broken only at certain road junctions and where there are bus stops and pedestrian or cycle crossings and associated zig zag markings) much of which will be positioned against the kerb edge, with parking places ‘floated’ approximately 2.5 metres away from the kerb, in Gillespie Road and Drayton Park.
3. The general effect of the Orders will be:
(a) on the east and north-east side of Drayton Park, to remove all existing parking places between Benwell Road and Aubert Park and replace them with the following parking places, which will be positioned approximately 2.5 metres closer to the centre of the carriageway, allowing cycle lanes referred to in paragraph 2 above to be placed between the edge of the parking places and the nearest kerb:
(i) resident parking places will be located in the following lengths of road:
(A) from approximately 35 metres north-east of the north-eastern kerb-line of Benwell Road, extending north-east for approximately 25 metres;
(B) opposite No. 30 Drayton Park;
(C) outside Nos. 23 and 25 Dayton Park;
(D) outside Nos. 35 and 37 Drayton Park;
(E) outside Nos. 47 and 49 Drayton Park;
(F) opposite Nos. 56 to 62 Drayton Park;
(G) opposite Nos. 64 and 66 Drayton Park;
(H) opposite Nos. 78 and 80 Drayton Park;
(I) opposite Nos. 82 and 84 Drayton Park;
(J) opposite Nos. 86 to 94 Drayton Park;
(K) outside Nos. 71f and 71g Drayton Park; and
(L) outside Nos. 71g and 71h Drayton Park.
The parking places described in sub-paragraphs (A), (B), (C) and (D) above will be reserved for the use of buses on days when a public sporting or entertainment event is held at the Emirates Stadium.
(ii) shared-use (residents permits and 2-hour pay-by-phone) parking places will be located in the following lengths of road:
(A) outside Drayton Park station;
(B) opposite No. 52 Drayton Park;
(C) opposite the junctions with Whistler Street;
(D) opposite Nos. 70 and 72 Drayton Park; and
(E) opposite Nos. 74 and 76 Drayton Park;
The charges for leaving a vehicle in the parking places listed in sub-paragraphs (A), (B) and (C) above will be £4.10 per hour and the charges for leaving a vehicle in the parking places listed in sub-paragraphs (D) and (E) will be £3.70 per hour.
(b) on the west and south-west side of Drayton Park, to remove all parking places between Benwell Road and Aubert Park, except for the existing CPZ G resident parking places outside No. 100 Drayton Park and replace them with the following parking places:
(i) resident parking places will be located in the following lengths of road, and be positioned approximately 2.5 metres closer to the centre of the carriageway, allowing cycle lanes referred to in paragraph 2 above to be placed between the edge of the parking places and the nearest kerb:
(A) opposite Nos. 31 to 35 Drayton Park;
(B) opposite Nos. 39 to 45 Drayton Park;
(C) opposite No. 49 Drayton Park;
(D) opposite No. 57 Drayton Park;
(E) opposite Drayton Park station; and
(F) outside No. 52 Drayton Park.
(ii) resident parking places will be located in the following lengths of road, and be positioned against the kerb edge:
(A) outside Nos. 68 to 80 Drayton Park; and
(B) outside No. 100 Drayton Park.
(iii) a shared-use (residents permits and 2-hour pay-by-phone) parking place will be located outside No. 30 Drayton Park (St James House), and be positioned approximately 2.5 metres closer to the centre of the carriageway, allowing cycle lanes referred to in paragraph 2 above to be placed between the edge of the parking places and the nearest kerb.
The charges for leaving a vehicle in this parking place will be £4.10 per hour.
(iv) a shared-use (residents permits and 2-hour pay-by-phone) parking place will be located outside Nos. 54 to 64 Drayton Park, and be positioned against the kerb edge. The charges for leaving a vehicle in this parking place will be £4.10 per hour.
(v) disabled persons’ parking places will be located in the following lengths of road, and be positioned approximately 2.5 metres closer to the centre of the carriageway, allowing cycle lanes referred to in paragraph 2 above to be placed between the edge of the parking places and the nearest kerb:
(A) opposite Bryantwood Road; and
(B) opposite Drayton Park station;
(vi) a dedicated disabled persons’ parking place (for permit DB273) will be located outside No. 80 Drayton Park, and be positioned against the kerb edge; and
(vii) a loading bay will be located outside Nos. 64 and 66 Drayton Park, and be positioned approximately 2.5 metres closer to the centre of the carriageway, allowing cycle lanes referred to in paragraph 2 above to be placed between the edge of the parking places and the nearest kerb.
(c) to shorten resident parking places in Avenell Road, near its junction with Gillespie Road, and replace them with ‘no waiting at time’ restrictions (double yellow lines) as follows:
(i) on the north-east side, remove 2 metres of the existing parking place at the side of No. 98 Gillespie Road;
(ii) on the north-east side, remove 1 metre of the existing parking place at the side of No. 67 Gillespie Road; and
(iii) on the south-west side, remove 2 metres of the existing parking place outside No. 42 Avenell Road.
(d) in Ambler Road, on the north-west side, relocate the two existing parking places for electric vehicle charging points outside Nos. 4 and 6 Ambler Road, reducing the length of the existing resident parking place in that location.
(e) provide additional waiting and loading restrictions so that:
(i) waiting will be prohibited ‘at any time’ in the following lengths of road:
(A) Ambler Road, on the north-west side, at the side of 68B Blackstock Road;
(B) Avenell Road, on both sides of the road outside and opposite Nos. 40 and 42 Avenell Road;
(C) Drayton Park, on both sides, between its junction with Benwell Road and the parking places outside and opposite 114 Drayton Park (Ian Wright House), except where parking places, bus stops, taxi stands, loading bays and pedestrian or cycle crossings and associated zig zag markings are provided; and
(D) Gillespie Road, on both sides, from 7.7 metres south-west of the south-western kerb-line of Avenell Road to 5.9 metres north-east of the north-eastern kerb-line of Avenell Road.
(ii) waiting and loading will be prohibited ‘at any time’ in Blackstock Road, on the south-west side, from outside No. 64 Blackstock Road to the north-western extent of the dropped kerb outside No. 70 Blackstock Road.
4. A copy of the Orders, which will come into force on 1st February 2021, and other documents giving more detailed particulars of the Orders, crossings and road humps (including maps) are available for inspection by the public until the end of six weeks from the date on which the Orders were made. For reasons connected to the effects of coronavirus, the Council considers that it would not be reasonably practicable to make these documents available for inspection in person. Therefore, copies of these documents may be obtained either by emailing publicrealm@islington.gov.uk, by telephoning Public Realm on 020 7527 2000 or by sending a postal request to Public Realm, 1 Cottage Road, London N7 8TP.
5. Any person who desires to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under has not been complied with in relation to the Orders may make application for the purpose to the High Court within six weeks from the date on which the Orders were made..
