Road Traffic Acts
BURLINGTON GARDENS, SACKVILLE STREET, VIGO STREET
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 25th January 2021 made the following Orders under section 9 of the Road Traffic Regulation Act 1984, as amended:
• The City of Westminster (Prescribed Routes) (No. 1) Experimental Traffic Order 2021;
• The City of Westminster (Taxi Rank) (No. 1) Experimental Order 2021; and
• The City of Westminster (Waiting and Loading Restriction) (No. 1) Experimental Order 2021.
2. The general effect of the Orders will be, on an experimental basis, to:
(a) prohibit all vehicles from entering or proceeding in Vigo Street, between Savile Row and Sackville Street (except pedal cycles which will be able to travel in both directions);
(b) introduce one-way working south-westbound in Burlington Gardens, between Savile Row and Cork Street (except pedal cycles);
(c) reverse the one-way working in Sackville Street so that it applies in a north-westbound direction;
(d) revise the hours of operation at the taxi rank on the north-west side of Vigo Street (adjacent to No. 121 Regent Street) to apply between 1.00 p.m. and 7.00 a.m., and extend it to 17.5 metres in length. Loading will be permitted in the taxi rank between 7.00 a.m. and 1.00 p.m.;
(e) introduce “at any time” loading restrictions outside Nos. 4 and 5 Vigo Street (12.5 metres); and
(f) introduce loading restrictions operating between 7.00 a.m. and 1.00 p.m., outside Nos. 10/11 Vigo Street and adjacent to Nos. 103 to 113 Regent Street (21 metres).
3. The Orders, which will come into force on 8th February 2021, and other documents giving more detailed particulars of the Orders are available for inspection until such time as the Orders cease to have effect, at http://westminstertransportationservices.co.uk/notices. Please note that documents will not be available for inspection in person until further notice.

5. The Orders shall provide that, subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984, the Council’s Head of Parking for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential:
(a) in the interest of the expeditious, convenient and safe movement of traffic;
(b) in the interest of providing suitable and adequate parking facilities on the highway; or
(c) for preserving or improving the amenities of the area through which any road affected by the Order runs,
modify or suspend the Order or the provisions contained therein.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
7. The Council will consider in due course whether the provisions of the Experimental Orders should be continued in force indefinitely by means of Orders made under sections 6 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of the Orders for the purpose of such indefinite continuation within a period of six months, beginning from the date on which the Experimental Orders came into force.
