ROAD TRAFFIC REGULATION ACT 1984-SECTIONS 14(1)(A) AND 15(2)

THE A38 AND A516 TRUNK ROADS (DERBY TO LITTLE EATON, DERBYSHIRE) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 2021

NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company no.9346363) intends to make an order on the A38 and A516 Trunk Roads, in the City of Derby and the County of Derbyshire, to allow junction improvement and maintenance works to be carried out.

The effect of the Order will be to, at different times: –

(1) impose a 40 miles per hour speed restriction on -

(a) the northbound carriageway of the A38 from a point 50 metres northeast of the centreline of the B5020 Uttoxeter Road overbridge, to its roundabout junction with the A5111 (Kingsway Roundabout), at Derby;

(b) the southbound carriageway of the A38 from its junction with Kingsway Roundabout, to a point 50 metres northeast of the centreline of the B5020 Uttoxeter Road Overbridge; and

(c) the slip road leading from the northbound carriageway of the A38 to the roundabout junction with the A516, the B5020, Manor Park Way and the access and egress roads to and from Royal Derby Hospital (Royal Derby Hospital Roundabout);

(2) impose a 50 miles per hour speed restriction on –

(a) the northbound carriageway of the A38 from a point 50 metres southwest of the centreline of the A516 overbridge, to a point 50 metres northeast of the centreline of the B5020 Uttoxeter Road overbridge, at Derby;

(b) the northbound carriageway of the A516 from a point 100 metres east of the centreline of The Hollow underbridge, at Mickleover, to its junction with the A38;

(c) the northbound carriageway of the A38 from its junction with the A516, to a point 50 metres northeast of the centreline of the B5020 Uttoxeter Road overbridge;

(d) the northbound carriageway of the A38 from a point 85 metres northeast of the tip of the nosing at its junction with the link road leading to Kedleston Road to a point 1.6 kilometres northeast of the centrepoint of the roundabout junction with the B6179 Alfreton Road, the A61 and Ford Lane (Abbey Hill Roundabout), at Little Eaton;

(e) the southbound carriageway of the A38 from a point 326 metres southwest of the tip of the nosing at its junction with the link road leading from the B6179 Derby Road, at Coxbench, to a point 85 metres northeast of the tip of the nosing at its junction with the link road leading from Kedleston Road at Derby; and

(f) any slip road leading to or from the A38, to or from the roundabout junction with Kings Croft and the A6 Duffield Road (Palm Court Roundabout), at Derby;

(3) close –

(a) the northbound carriageway of the A38 from its junction with the slip road leading to Royal Derby Hospital Roundabout, to its junction with the link road leading from the B6179 Derby Road, at Coxbench;

(b) the southbound carriageway of the A38 from its junction with the link road leading to the B6179 Derby Road, at Coxbench, to its junction with the slip road leading from Royal Derby Hospital Roundabout;

(c) any slip road or link road leading to or from the lengths of the A38 described in (3)(a) and (b) above;

(d) any layby adjacent to the lengths of the A38 described in (3)(a) and (b) above;

(e) the footway/cycleway adjacent to the southbound carriageway of the A38 from its roundabout junction with the A52 Ashbourne Road (Markeaton Roundabout), at Markeaton, to its junction with Windmill Heath Lane; and

(f) the footway/cycleway adjacent to the northbound carriageway of the A38 from its junction with Enfield Road, to its junction with Markeaton Roundabout;

(4) close the northbound carriageway of the A38 from a point 450 metres southwest of its junction with Abbey Hill Roundabout, to that roundabout junction and allow traffic to use the outside lane of the southbound carriageway in a northerly direction; and

(5) prohibit vehicles from entering or leaving the lengths of the A38 described in (3)(a) and (b) above at its junction with any side road;

The work is expected to start on Monday 1 March 2021 and continue for approximately 63 months. The carriageway and slip/link road closures will be carried out mainly overnight between 20:00 hours and 05:00 hours, but there may be some daytime/weekend closures required. The speed restrictions and layby closures will be in operation for twenty four hours per day, for the duration of the works. The Order will come into force on 22 February 2021.

Vehicles being used for police, fire and rescue authority or ambulance purposes will be exempt from the speed restrictions, closures and prohibition. Vehicles being used for special forces purposes will be exempt from the speed restrictions. Vehicles being used in connection with the works or for winter maintenance purposes will be exempt from the closures. Pedestrians engaged in police, fire and rescue authority or ambulance related activities or acting in connection with the works will be exempt from the footway/cycleway closures.

Diversion routes via the A5111, the A516, the A52, the A601 and the A61 and vice versa will be signed.
