WAITING AND LOADING RESTRICTIONS, CPZ PARKING PLACE PROVISION AND AMENDMENTS, AND MINOR CORRECTION TO EXISTING ORDERS TO ACCURATELY REFLECT PROVISIONS EXISTING ON THE HIGHWAY AND 20 M.P.H. SPEED LIMIT ZONE (T51(20))

THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. *) ORDER 202*

THE WALTHAM FOREST (20 M.P.H. ZONE) (ARGALL E10 REGION) (NO. *) SPEED LIMIT ORDER 202

1. NOTICE IS GIVEN that the Council proposes to make the above-mentioned Orders under sections 6, 45, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be:

a. to coincide with a new dropped kerb in:

i. Cheltenham Road (CM) E10 - south-east side – remove 9 metres of permit parking space opposite Nos. 34 and 36 CM;

ii. Lawrence Road (LW) E17 - south-east side – convert 6 metres of permit parking space outside Nos. 20 and 22 LW to single yellow line no waiting restriction operating Mondays to Fridays 8am to 6.30pm;

iii. Tyndall Road (TY) E10 - south-east side – convert 7 metres of permit parking space outside No. 47 TY to single yellow line no waiting restriction operating Mondays to Fridays 8am to 6.30pm;

b. in Belgrave Road E17 – south-west side – convert 5 metres permit parking space between the common boundary of Nos. 40 and 42 north-westwards to double yellow line "at any time" waiting restrictions to accommodate bicycle parking under section 63 of Road Traffic Regulation Act 1984

c. in Coppermill Lane (CP) E17 – on both sides - convert single yellow line waiting restrictions between its junction with St James Street to the boundary of 1 and 3 Coppermill Lane and on the north-west side - outside No. 40 CP, all to double yellow line "at any time" waiting restrictions;

d. in Hookers Road E17 – north side -convert the permit parking place immediately east of No. 7 Hookers Road E17 to a loading place operating "at any time"

e. in Argall Avenue – north-east to south-west arm –

i. north-west side - add double yellow line "at any time" waiting and loading restrictions in all areas where double yellow line "at any time" waiting and loading restrictions do not already exist - including across entrances to off-street areas - except in areas where unregulated parking places are proposed at the following locations:

(i) outside No. 7 Argall Avenue (11.5 metres); (ii) outside No. 5 Argall Avenue (15 metres); (iii) outside No. 3 Argall Avenue (2 bays) (5 metres + 7.5 metres); (iv) outside No. 1 Argall Avenue (13 metres); (v) outside Nos. 1-4 Roxburgh Trading Park, Argall Avenue (21.5 metres, standing at an angle of 60 degrees to the kerb-line); and (vi) outside Nos. 8-12 Roxburgh Trading Park, Argall Avenue (14 metres); where all existing double yellow lines in front of these proposed parking places would be removed;

ii. north-west side - add double yellow "at any time" no loading blips (vertical markings alongside carriageway edge) alongside all existing double yellow line "at any time" waiting restrictions where such loading restriction does not already exist (except in the parking places referred to in item 2(e)(i) above)

iii. south-east side - add double yellow line "at any time" waiting and loading restrictions in all areas where double yellow line "at any time" waiting and loading restrictions do not already exist including across entrances to off-street areas, except: in the area where an unregulated parking place is proposed outside No. 19 Argall Avenue (9 metres) where all existing double yellow lines in front of the proposed parking place would be removed;

f. on both sides of Argall Avenue (AR)– south-east to north-west arm– (arm which adjoins Argall Way) - provide double yellow line "at any time" waiting restrictions - including across entrances to off street areas - in the whole section of road from its junction with Argall Way to a point 8 metres north-west of the north-west wall of No. 12 AR (or the entrance to Leyton Industrial Village); and

g. introduce a 20-m.p.h. speed limit in Argall Way E10 and Argall Avenue E10 (in the whole section of those roads).

3. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make minor amendments to existing Order in relation to certain waiting and loading restrictions already existing on the highway, namely in Argall Avenue E10 –

a) north side – between the zig zag markings opposite Argall Way and the south-east facing boundary of No. 13 AR;

b) south-west side – between its junction with Argall Way and a point 16 metres north-west of the south-east boundary of No. 4 AR;

4. A copy of each of the Orders, the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and measures can be inspected until the end of a period of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, on request by emailing traffic.scheme@walthamforest.gov.uk or online at: https://www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations

5. Any person desiring to object to the proposals or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to; Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk quoting scheme reference T51(20) – Minor batch 4 – 2020 by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
