THE HARROW (STOPPING OUTSIDE SCHOOLS PROHIBITION) (AMENDMENT NO.6) TRAFFIC ORDER 2020

LOCALISED SAFETY PARKING PROGRAM

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow on 11 November 2020 made the above mentioned Orders under Sections 6, 7, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.

2. The general effect of the Waiting and Loading Restriction Amendment Order will be further to amend the Harrow Waiting and Loading Restriction Order 2014 so that:

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of street specified in the Schedule to this notice;

(b) the sale or offer for sale of goods from a vehicle will be prohibited unless there is in force a valid licence issued by the London Borough of Harrow or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(c) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising will be prohibited;

(d) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in the Schedule to this notice will be revoked.

3. The general effect of the Stopping Outside Schools Prohibition Amendment Order will be to further to amend the Harrow Stopping Outside Schools Prohibition Order 2017 so that the existing school keep clear stopping prohibitions on the north side of Dalkeith Grove are amended from the southern boundary of the north-eastern most access to Aylward Primary School for a distance of 25.56 metres.

4. The restrictions referred to in this notice would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Blue Badge” would apply.

5. A copy of each of the Orders, which will come into operation on 26 November 2020, a map of the relevant area and of the relevant Orders of 2014 and 2017 (and of the Orders which have amended those Orders) can be inspected at www.harrow.gov.uk/trafficorders.

6. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application to the High Court.

a. Charles Crescent, the turning head outside Nos. 5 and 7;

b. Headstone Lane, fronting Nos. 8 to 20 & Nos.17 to 23 Headstone Lane;

c. Headstone Lane, the south-east side adjacent No. 2 Parkfield Gardens;

d. Kenton Road, at its junction with Willowcourt Avenue;

e. Stiven Crescent, at its junction with Stuart Avenue;

f. Westfield Lane, the west side for an additional 6 metres;

g. Willowcourt Avenue, the north-east side at its junction with Kenton Road.
